There are three residences at Lamoine, Maine that have private drinking water supply wells that have tested positive for per- and polyfluoroalkyl substances (PFAS) contamination. The PFAS levels at the residences exceed the State's Interim Drinking Water Standard of 20 ng/L, when considering the summation of six PFAS compounds including: PFOA, PFOS, PFHpA, PFHxS, PFDA, and PFNA (sum of six). As such, the Town is seeking to install a point-of-of-entry treatment (POET) system on the residence. The Town is requesting a bid for the installation of a Granular Activated Carbon (GAC) and routine maintenance for the period of one year. A oneyear parts and labor warranty shall be provided on the installed system. Individual components may have extended warranties. The Town requires the treatment system to perform satisfactorily in accordance with the warranty and accounting for impacts to the treatment system resulting from other, naturally occurring, water chemistry parameters. The town will not pay for items that are already covered under warranty or the result of poor workmanship. Routine maintenance shall include any necessary repairs to the unit, and the replacement/change-out of spent filter media as directed by the Town. Routine maintenance shall be completed within a reasonable, mutually agreed upon timeframe. The owners contact information will be provided to the winning bidder. Detailed water quality results including general chemistry, metals, and field parameters will also be available upon request. The Town will not accept any unbalanced bids. The Town reserves the right to award the bid ahead of schedule in the event that we receive a bid from all of the vendors on the prequalified list. The bids will be evaluated based on 100% cost. This is a Maine Department of Environmental Protection (MDEP) closed landfill based project.
