Job No. V-92-004-22, Phase III, Construction Corridor Manager of the Reconstruction and Capacity Expansion of the I-39 Corridor in Rockford and Cherry Valley, Winnebago County, Region Two/District Two. This project requires 25% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0 The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on February 1, 2023, at 10:30 AM at the Region Two/District Two Office in Dixon. Construction Corridor Management services are required for all construction contracts associated with the reconstruction and capacity expansion of I-39 in northern Illinois, south and east of Rockford and in Cherry Valley. The overall construction work may be broken into four or more construction contracts that include the following: Reconstruction of the I-39/US20 interchange, reconstruction and capacity expansion of the I-39 NB and SB ramps from one lane to two lanes at US 20, reconstruction and widening to three lanes plus an auxiliary lane on I-39 from US 20 to Harrison Ave including wider shoulders, addition of concrete median barrier on I-39, reconstruction of 13 bridge structures including the Kishwaukee River Bridge, reconstruction of 44 culverts, reconstruction and additional lanes on US 20/Harrison Ave with three lanes in each direction along Harrison Ave from west of South Mall Drive to E. of Mill Rd, conversion of the I-39/Harrison Ave interchange from a full cloverleaf to a Diverging Diamon Interchange (DDI), removal of the existing cloverleaf ramps at the I-39/Harrison Ave interchange, reconstruction of Mulford Rd, reconstruction of Linden Rd, reconstruction of Perryville Rd, reconstruction of Mall Dr., reconstruction and geometric revisions of Mill Rd, traffic signalization at Harrison Ave and South Mall Dr., Harrison Ave and Mill Rd, and the two DDI intersections at the ramp terminals in the Harrison Ave interchange, reconstruction and relocation of the Cherry Valley Path under the I-39 at Madigan Creek, reconstruction of the existing noise wall SW of Mulford and US 20, construction of a new noise wall along the EB US 20 to SB I-39 ramp, potential construction of new noise wall segments, addition of a Multi-Use Path along the north side of Harrison Ave, improved roadway lighting, new landscaping, new signing, and drainage improvement. The anticipated construction completion date is December 1, 2028. The Consultant must complete and submit final contract records/documents to the department no later than six (6) weeks after the completion of the project. The Prime firm must be prequalified in the following categories to be considered for this project. Special Services (Construction Inspection) Highways (Freeways) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
