Job No. C-99-022-23, I-64 Over Wabash River Bridge Replacement Project, Phase III Construction Engineering, White County, Region Five/District Nine. This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on February 2, 2023, at 10:00 AM at the Region Five/District Eight Office in Collinsville. Phase III engineering services are required for construction inspection, supervision, construction layout, material testing, review of construction documents, and record maintenance. This work is anticipated to consist of the construction of two new structures to carry I-64 over the Wabash River. The work includes maintenance of the existing bridge until demolition, drilled shafts, steel girders with concrete decks, concrete pavement, earth excavation and embankment, maintenance of traffic, and assistance in public/project coordination. The department will provide a Resident Engineer to direct the Contractor and to complete pay estimates and change orders. The Resident Engineer will direct/coordinate the activities of the Consultant staff. The Consultant will be required to furnish a liaison Resident Engineer to work directly with the IDOT Resident Engineer and provide staff to perform the engineering services required for this project or provide staff to supplement the department's staff. The Consultant's workforce shall be adequate to allow completion of this project in a timely manner and in accordance with the department's Standard Specifications for Road and Bridge Construction. The Consultant may be required to furnish all the construction supervision, engineering layout, on-site inspection, materials testing, maintenance of records and documentation, and perform other duties as directed by the engineer. Sampling, testing, and acceptance of construction materials shall be per department policies, Manual of Materials Inspection, Manual of Test Procedures for Materials, Project Procedures Guide, Highway Standards, and individual construction contract plans and special provisions. The Consultants will maintain records and submit documentation of Quality Assurance and material acceptance activities required by the construction contract, department policies, and as directed by the department's supervising Materials personnel. The Prime firm must be prequalified in Special Services (Construction Inspection) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
