Job No. HPR-66-027-23, IL Statewide Travel Demand Model General Service, Statewide, Bureau of Planning. This project may contain Federal Funds. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on February 1, 2023, at 10 AM in the Office of Intermodal Project Implementation in Chicago. General on-call services are required to support Illinois Statewide Travel Demand Model (ILSTDM) work. The Statewide model has recently been developed and delivered to Office of Planning and Programming (OP&P). The Travel Demand Modeling and Forecasting Section (the Section) has utilized ILSTDM in various studies such as highway new capacity study, emission study, infrastructure resilience study etc. The Section would like to request a prequalified Consultant(s) team to support similar requests. Project managers from the department and Consultant will coordinate and draft each task order, to specify scope of work, study length, staff requirement, task order cost, and final deliverables. The tasks may include but not limited to: scenario setup and running, subarea extraction and analysis, data processing and results interpretation. The tasks will cover topics such as: emission and air pollution, safety analysis, economic impact, and equity measurements. Other responsibilities include providing research and technical guidance on issues such as economic impact analysis, microsimulation study, freight model refinement, add modes to long distance mode choice, improve short distance mode choice model, etc. Work Orders under the blanket agreement will be negotiated and authorized by the department on an as-needed basis. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
