Job No. HPR-66-038-23, Harmonizing Bridge Costs for BCR, TAM, and JTs, Statewide, Bureau of Programming. This project may contain Federal Funds. The Complexity Factor for this project is 0. This project requires 20% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on February 1, 2023, at 10:00 AM at the Bureau of Programming Office (Harry R. Hanley Building) in Springfield. Services are required to establish a data-driven method to estimate the costs used for projectlevel decisions, asset management, and determining the present worth for evaluating jurisdictional transfers. The primary deliverable from the research is a spreadsheet to evaluate the costs to be included for each of the three purposes. Data to be used in the analysis would include recent historical costs for various types of bridge rehabilitation projects, various types of bridge replacement projects, preliminary engineering, land acquisition, utility relocations, and the maintenance and preservation costs needed to develop present worth. Work Orders under the blanket agreement will be negotiated and authorized by the department on an as-needed basis. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
