The Leucadia Wastewater District (referred to as District or Owner) is requesting bids from qualified contractors for the Owner's Fiscal Year 2023 Cured-In-Place Pipe Lining Project (Project) which includes all labor, materials, services, and equipment necessary to install Cured-In-Place pipe lining in existing sewer mains, tophatting lateral tie-ins, installing manholes, and installing manhole collars while providing traffic control, a means to keep the existing sewer system in service during construction, and a complete restoration of all sites, returning all disturbed areas and surface improvements back to original conditions. The work will be located in the southern portion of the City of Carlsbad and the northern portion of the City of Encinitas, California. The District practices appropriate social distancing and disinfection procedures in accordance with the Center for Disease Control (CDC), the World Health Organization (WHO) and the California Department of Public Health guidelines. Bids shall be executed on the forms contained in the Contract Documents and in accordance with the instructions contained therein. Bid security, in an amount not less than ten percent (10%) of the total bid dollar amount, is required to be submitted with each bid. The bidder to whom the award is made will be required to furnish a payment bond and a faithful performance bond . If a person has tested COVID positive within 10 days of the site walk through date, or has any COVID symptoms, please do not attend. The District may consider an accommodation for an additional site walk for the affected vendor due to this COVID restriction. NOTE: THIS IS A PREVAILING WAGE CONTRACT. Pursuant to Section 1771 of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages may be obtained from California Department of Industrial Relations (DIR), Division of Labor Statistics and Research, (415) 703-4774 or maybe available at the DIR portal Bidders and all proposed subcontractor(s) must be registered with the Department of Industrial Relations in accordance with Section 1725.5 of the California Labor Code at the time of the bid submittal and must continue to be registered at all times they are engaged in the performance of work on the Contract. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. Pursuant to Section 22300 of the California Public Contract Code, the Contractor may substitute securities for any monies withheld by the Owner to ensure performance of the work.
