Service Provider Eligibility Requirements The eligibility conditions for service providers are described in section 4.15 of the call for tenders document. The tender must be presented by a service provider having, in Quebec or in one of the territories covered by the applicable intergovernmental agreements, an establishment where it carries out its activities on a permanent basis, clearly identified with its name and accessible during normal business hours. .
