The City of Asheville's Community and Economic Development Department requests proposals from qualified firms to research, evaluate, facilitate, and prepare a HOME-ARP Allocation Plan for the City of Asheville which will provide a framework for distribution of HOME-ARP funds as outlined by the U.S. Department of Housing and Urban Development (HUD). The City of Asheville, as the Participating Jurisdiction for the four-county Asheville Regional Housing Consortium, is responsible for a one-time $4.7 million allocation of HOME Investment Partnerships Program funding from the United States Department of Housing and Urban Development (HUD). The funding, known as "HOME-ARP," is part of a $5 billion commitment in the American Rescue Plan Act of 2021 specifically targeted to reduce homelessness across the Consortium, which consists of Buncombe, Henderson, Madison, and Transylvania counties, as well as cities and towns within each county Deadline for questions November 14, 2022 by 5:00 p.m. EST Addendum with answers to questions posted November 18, 2022 by 5:00 p.m. EST All questions concerning this Invitation to Bid should be submitted via email to: Thana Alley talley@ashevillenc.gov Projected Contract / Start Date Week of December 5, 2022 Study Completion Date February 28, 2023 Policy recommendations due March 1, 2023 Allocation plan submitted to HUD March 31, 2023 Proposers are encouraged to send a test email to this address in advance of submitting their proposal to ensure the message is received. Prospective Contractors are notified that the City of Asheville has adopted a Drug-Free Workplace Policy requiring successful contractors to insure that a drug-free workplace is provided in the performance of any City of Asheville contract. By submitting a bid, the Prospective Contractor certifies that if awarded the Contract, they and their subcontractors shall comply with the City's Drug-Free Workplace Policy. The policy may be viewed at the following: Drug Policy Miscellaneous Requirements of the Bids:- Prospective Contractors are notified of a City policy that prohibits contracting with persons or firms who are delinquent in the payment of ad valorem taxes owed to the City of Asheville. The City of Asheville reserves the right to reject any or all Bids and to waive informalities. The method of Contractor Selection has not been Determined at this time.
