Each bidder must submit with his bid a 5% bid bond or certified or cashier's check upon some reputable bank of the State of Minnesota, payable to the Crookston Housing & EDA, for at least 5 (five) percent of the total amount of such bid, which check/bid bond and the amount thereof, shall be forfeited to the Owner, as liquidated damages if the bidder upon the letting of the contract to him, shall fail to enter into the contract so let. All bidders must be able to submit to the Owner a sworn statement demonstrating that it is a responsible contractor as defined by Minnesota Statutes, 16C.285 and the failure to provide such a statement will render any proposal nonresponsive. Davis-Bacon Prevailing Wage Rates Apply: All laborers and mechanics employed by contractors and subcontractors on projects assisted in whole or in part by this project shall be paid wages at rates not less than those prevailing on this project of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of the title 40, United States Code. With respect to the labor standards specified, the Secretary of labor shall have the authority and functions set forth in Reorganization Plan numbered 14 of 1950 (64 Stat. 1267, 5 U.S.C. App) and the Copeland Anti-Kickback Act (section 3145 of title 40 United States Code). Contractor shall review to ensure that the latest published wage rates are included in their bid.
