This Project includes: PROFESSIONAL SELECTIONS. PROJECT TITLE: Point State Park - Rehabilitate Flag Bastion, Pedestrian Access and Parking Lot BRIEF DESCRIPTION: The scope of work includes, but is not limited to, a new park office with necessary utilities (incorporated into the existing flag bastion in a similar fashion to the existing museum architecture within the Park), improved parking and circulation (with consideration of operations and costs involved with self-serve pay parking vs. concession operated), pedestrian circulation (with connections between the new office, parking area, and the rest of the Park), and landscaping. Also included is the desire for incorporating PV solar, possibly in for the form of parking shade canopies, as well as EV charging. The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. Applicants now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. The short-listed professionals will be notified as to the date, time and location of the interviews. A "Detailed Proposal" will be requested from short-listed firms for this project. The following information will need to be provided: detailed resumes for key design and management personnel with references; the firm's approach to the project, including descriptions of tasks and scope of services, and an explanation of how the approach provides value to the Commonwealth; a detailed description from the firm's portfolio of a project that illustrates the firm's ability to translate design intentions into a solution that meets the client's needs and expectations; an organizational chart and detailed work plan, identifying key personnel roles and percent of time assigned to the project; an explanation of how the firm assures high quality bidding documents; examples of relevant projects completed by the lead design professional and key personnel, with contact information for references for these projects; an assessment of key project issues and risks to the project; identification of special investigations, studies or testing that may be required; historic preservation experience, a non-binding fee proposal and provide examples of historical preservation projects completed by the selected design team.
