If the issuing Procurement Officer concludes that answers are required, then they will be answered by an addendum posted on the VBO. It is the responsibility of the Offeror to download the addendum. I. PURPOSE The purpose of this Request for Proposal (RFP) is to solicit unsealed proposals to establish a contract through competitive negotiation for the purchase of consulting services for the Virginia Veterans Services Foundation (VVSF) by the Virginia Department of Veterans Services (DVS). II. BACKGROUND Virginia Veterans Services Foundation (VVSF) is seeking to expand its impact in support of veterans across the Commonwealth. This will require an approach to fundraising that prioritizes larger returns on the investment of a limited staff and resources. VVSF's goal is to increase its revenue by developing an outreach plan that focuses on donors who have the potential to 1. Significantly improve average donation amounts and 2. Sustain giving over time, without straining current staff and resources To better understand what will be needed to deepen sustainability and impact, VVSF is seeking help designing a structured approach to improve its fundraising and development strategy, both short-term and long-term III. STATEMENT OF NEEDS VVSF is seeking a company or organization to conduct an assessment of its current development strategy and provide strategic recommendations that will increase average and overall donations and maximize staff time and resources Specific Steps: A. Assess the current VVSF development program to identify strengths and weaknesses in the current approach, focusing on the priorities outlined in the background. B. Identify strategic priorities for targeting funding partners, by category, size and cost [cost to be measured by both time and resources] C. Identify national, statewide and local partners for potential growth. D. Develop a presentation of actionable recommendations based on the above priorities and steps. E. Present final presentation in person to VVSF team. The qualified offeror should have: A. Experience working strategic plans for non-profit organizations. B. Experience in helping nonprofits diversify funding streams to include corporate, foundation, planned and individual giving campaigns. C. Experience working with national and Virginia companies/foundations supporting mental health, homelessness, indigent populations, and veterans' organizations. All deliverables to be completed within 90 days of contract signing.
