This Project includes: PROFESSIONAL SELECTIONS. PROJECT TITLE: DMVA Biddle AGS - Building 237 Renovations BRIEF DESCRIPTION: The scope of work includes, but is not limited to, complete renovation of Bldg. 237 including architectural / structural improvements and complete HVAC, plumbing, and electrical upgrades. The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. Applicants now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the project e-builder solicitation folder for instructions regarding Small Diverse Business and Veteran Business Enterprise participation. The Goals for SDB participation: 0% The Goals for VBE participation: 0% ADDITIONAL REQUIREMENTS OF SHORT-LISTED FIRMS Interviews will be conducted with all short-listed firms. The short-listed professionals will be notified as to the date, time and location of the interviews. A "Detailed Proposal" will be requested from short-listed firms for this project. The following information will need to be provided: detailed resumes for key design and management personnel with references; the firm's approach to the project, including descriptions of tasks and scope of services, and an explanation of how the approach provides value to the Commonwealth; a detailed description from the firm's portfolio of a project that illustrates the firm's ability to translate design intentions into a solution that meets the client's needs and expectations; an organizational chart and detailed work plan, identifying key personnel roles and percent of time assigned to the project; an explanation of how the firm assures high quality bidding documents; examples of relevant projects completed by the lead design professional and key personnel, with contact information for references for these projects; an assessment of key project issues and risks to the project; evidence of financial capability; a list of professional liability claims and/or legal actions within the last ten years; a non-binding fee proposal and provide detailed information on experience demonstrating technical and design excellence on smaller scaled projects, renovation and rehabilitation projects, and maximizing client value within tight budget constraints. SDB Participation Goal (for MBE, WBE, LGBTBE, DOBE, and SDVBE): 0% The building will be renovated to serve as the Readiness Center for C Company, 103 Brigade Engineer Battalion, 56th SBCT. 31 Soldiers from this unit currently train at the Torrance Readiness Center and 14 Soldiers report to the Philadelphia - Lancaster Avenue Readiness Center. The unit (total 45 - 50 personnel) is being consolidated in Bldg. 237 at Biddle ANGB as a result of PA Army National Guard unit stationing decisions. 1Project Scope Description Complete renovation of Bldg. 237 including architectural / structural improvements and complete HVAC, plumbing, and electrical upgrades. The Scope of Work generally includes: 1. Site work to include vegetation removal, removal of existing fuel storage tank and related components, removal / replacement of existing oil / water separator, drainage work to direct drainage from downspouts away from building. 2. Selective demolition of building components to include HVAC, Plumbing, and Electrical systems to be replaced. 3. Remediate existing battery neutralization pit in battery room; cap with concrete and flush to existing floor level. 4. Provide new small-arms vault and related security systems. 5. Rehabilitate building to provide space authorized for the unit (C/103 BEB (Signal Co.)) including updated and expanded restroom facilities. 6. Provide updates to building envelope and systems to meet current code and energy efficiency requirements. 7. Install all interior facility features including but not limited to: stud walls, doors, windows, flooring, ceilings, etc. as required to provide spaces authorized for the unit (C/103 BEB). 8. Install new TPO (EPDM) and Metal roof systems. 9. Re-skin and finish exterior of pre-manufactured metal building; repaint exterior of existing concrete block portion of building. 10. Paint all exposed components, walls, structural members. 11. Upgrade / replace HVAC system including: new ductless split system for the electrical room; new heating, makeup air, and exhaust for the storage areas; new rooftop units for the office/administrative area; new automatic temperature controls; new ductwork, diffusers, grilles and accessories. 12. Upgrade / replace Plumbing system including: sanitary, waste and vent piping including floor drains; new plumbing fixtures, piping and accessories; new water heater and venting; new natural gas service to building and gas piping to HVAC equipment; modify the existing fire protection and sprinkler system including replacement of fire protection service and riser as required. 13. Upgrade / replace the Electrical system including: new power distribution disconnects, distribution panels and panel boards; new conduit and wiring for lighting and receptacles; new conduit and wiring for data outlets, fire alarm & security; new lighting fixtures and lighting controls; new receptacles and security devices; new fire alarm devices; new patch panels and data outlets. Construction 11/9/2024 to 11/03/2025 ; This project must be ready for occupancy no later than March 30, 2026
