30120.10 DSA File #: 19-H14 DSA Application #: 03-121461 The Project consists of the construction of outdoor athletic facilities including a new 30000 SF practice gymnasium with attached team rooms, concessions and restrooms, and earthwork, utilities, fencing, concrete, landscaping for approx. 10 acres of all new lighted baseball, softball, practice, and stadium/football synthetic turf fields and track. Any claim by a bidder of error in his/her bid must be made in compliance with section 5100 et seq. of the Public Contract Code. Any bid that is submitted after this time shall be considered non-responsive and returned to the bidder. The Project commenced on July 5th, 2022, and is approximately 22 months. The contract duration for this Bid Package will be from approximately January 30th, 2023 to the completion of the project which is anticipated in May 2024. BID SUBMISSION: All bids shall be on the form provided by the District. BID FORMS: As security for its Bid, each bidder shall provide with its Bid form a bid bond issued by an admitted surety insurer on the form provided by the District, cash, or a cashiers check or a certified check, drawn to the order of the Centinela Valley Union High School District, in the amount of ten percent (10%) of the total bid price. This bid security shall be a guarantee that the Bidder shall, within seven (7) calendar days after the date of the Notice of Award, enter into a contract with the District for the performance of the services as stipulated in the bid. PERFORMANCE BOND: The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the contract for the Project. PREVAILING WAGE: The successful Bidder and its subcontractors shall pay all workers on the Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to sections 1770 et seq. of the California Labor Code. Bidder shall ensure that it and its Subcontractors comply with the registration and compliance monitoring provisions of Labor Code section 1771.4, including furnishing its CPRS to the Labor Commissioner, and are registered pursuant to Labor Code section 1725.5. Bidder and its subcontractors shall comply with Labor Code section 1725.5 to be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of the Contract. For any project that is at least partially state-funded, the low Bidder must submit certification of compliance with the procedures for implementation of DVBE contracting goals with its signed Agreement. DISTRICTS RIGHT: The Districts Board reserves the right to reject any and all bids and/or waive any irregularity in any bid received. If the District awards the Contract, the security of unsuccessful bidder(s) shall be returned within sixty (60) days from the time the award is made. Unless otherwise required by law, no bidder may withdraw its bid for ninety (90) days after the date of the bid opening.
