As of September 18, 2024, this project is in the design phase. Construction will not begin until mid to late 2025. *Previous solicitation listed below for reference:* The City of Salisbury Engineering Department seeks an experienced consultant to design improvements for revitalization of a twelve block section of Salisbury's downtown Main Street. The City of Salisbury's Engineering department is leading this project with support from Downtown Salisbury's Master Plan Committee and the City of Salisbury's Community Planning Services department. Public input on streetscape improvements for Salisbury's downtown began in 2016 when Downtown Salisbury Inc. held three open house sessions. In the summer of 2019 the City of Salisbury hired McAdams, a professional engineering and design firm, to prepare concept plans to improve the safety, mobility and appearance of seventeen blocks of Salisbury's Main Street in preparation for NCDOTs resurfacing. These plans consisted of two parts: (1) a striping plan for NCDOT and (2) a conceptual design plan for future improvements. Questions regarding this RFQ shall be submitted in writing by email to wbrin@salisburync.gov no later than 5:00 p.m., November 4, 2022. Questions received after this date and time will not be considered for response. Upon receipt of questions, an Addendum will be issued if deemed necessary. A signed copy of each addendum must be included in the proposal package. Prospective firms are strictly prohibited from contacting any City official or employee regarding this RFQ, except in the manner prescribed above. Main Street Salisbury, NC 28144 Email: Wbrin@salisburync.gov Public input received between December of 2020 and Councils approval in February 2021 included: Ten (10) formal presentations to various community groups Forty (40) small group or one-on-one meetings Three (3) on-street outdoor/in-person events Canvassing of eighty-five (85) establishments to raise awareness Online, interactive map for people to leave comments/suggestions Posts and articles via social media, the Lamplighter, the Salisbury Post Stamped concrete crosswalks at the Square (Innes & Main), 45 degree parking with additional on street parking, an added center turn lane, left turn lanes from Main Street on to Innes, as well as a reduction in travel lanes from four to three were the major components of this plan. This project is located on North and South Main Street within Historic Downtown Salisbury, home to shops, restaurants, and businesses, City Hall, Rowan Museum, and the Rowan County Courthouse. The boundary for the project is Thomas Street to Lafayette Street, after the railroad tracks on the north side. The scope of work includes working with City staff through design development and final design phases to create a complete set of construction documents for bidding by the City: Subsurface Utility Markings (SUE) Right-of-Way Location Survey Topographic Location Survey Civil Engineering, Design Development, Construction Drawings Landscape & Hardscape Design Development, Construction Drawings Specifications Design Meetings Regulatory Permitting for Federal Funds Project Management Renderings & Illustrations Quality Assurance & Quality Control (QA/QC) Bidding & Negotiation The Downtown Main Street Plan will include a full streetscape redesign, including new sidewalks, tree planters, street lights and signal mast arms (with condition with Duke Energy), site furnishings, public art, seating areas, curb line modifications, and ADA compliant cross walks and parking. In addition, work will also include a complete engineering design for the road, water and sewer utilities, storm water system, and electrical and signals system. The City reserves the right to reject any and all statements of interest. It is anticipated that a firm will be selected and notified in February 2023. The method of contractor selection has not been determined at this time.
