Estimated cost: $1 million - $2 million Qualifications Engineering and Design Services PRESSENTIN PARK/ CASCADE TRAIL: FOR BRIDGE, PATHWAY, AND INFRASTRUCTURE REPAIRS NOTICE IS HEREBY GIVEN that Skagit County invites the submittal of written statements of qualifications from firms interested in providing Engineering and Design Services for the Pressentin Park /Cascade Trail Infrastructure damage sustained in the 2021 flooding event. PROJECT DESCRIPTION The Engineering and Design work will provide contract ready documents for the necessary repairs to Pressentin Park/Cascade Trail for restoring these facilities back to their pre-disaster design, function, and capacity (inkind) within the existing footprint. The end design should include proposals for reducing future floodwater impacts (mitigation) to the parks and trails. Associated park/trail design work includes but is not limited to, ADA-accessible trails and bridges. The work to be performed by the Consultant consists of assessing the infrastructure damage and creating the engineered design for the necessary repairs to the park/trail infrastructure that was damaged in the 2021 flood event. Hazard mitigation measures are to be considered and proposed to reduce flood impacts in the future. SUBMITTAL Cover letter shall include the following information: Firm name, phone and email addresses; Name of Principal-in-Charge. The submittal package shall be limited to a one-page cover letter and qualifications of up to eight (8) pages maximum (single-sided, letter size, excluding front and back cover). Submittals will be evaluated and ranked based on the following criteria: 1) Key personnel; 2) Firm experience with WSDOT Specifications; 3) Firm experience with RCO funded projects; 4) Experience as an owner representative on park development and salmon restoration projects with construction value between $1 and $2 million; 5) Experience working on construction projects with engineered log jams; 6) Experience with contractor coordination; 7) Approach to project; 8) Firm's response time to project site; 9) Past performance/references; 10) Ability to meet County's schedule. Selection of candidates will be made on qualifications submitted for this request, with top candidates selected to be interviewed.
