This notice constitutes a Request for Information (RFI) Pursuant to Federal Acquisition Regulation (FAR) Part 15.201 for the purpose of determining the capability of sources in the marketplace for a contemplated effort for installation, repairs and removal of telecom data cabling and wiring. This RFI is for procurement planning purposes Only for eventual award and shall not be construed as a request for proposals/quotes, solicitation, or commitment on the part of the Government to issue any future solicitation or award. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. 1. INTRODUCTION: The United States Secret Service (USSS), Office of Enterprise Readiness, Administrative Operations Division (AOD) coordinates the miscellaneous services for the office requirements for the Washington, DC area and all field offices. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government. 1.1 Background: The USSS/AOD coordinates the installation, repairs and removal of telecom data cabling and wiring for the USSS offices as well as laboratories in the Washington, DC Metropolitan area. 1.2 Objectives: AOD will obtain the services of a Telecomm contractor to perform data cabling and wiring services as required. 1.3 Requirements: On an as needed basis, the contractor shall install, terminate, test and document telephone, data network, Fiber Optic, CATV, and CCTV cabling systems. The contractor shall provide telephone and network cables, patch panels, outlet jacks, faceplates, equipment racks, equipment cabinets and connectors. The contractor shall troubleshoot network cabling systems, design, and engineer for structure cabling systems. All cables shall be run via existing under floor cable pathways. Voice, data, and fiber shall be installed in separate cable pathways. The contractor is responsible for removing and re-installing 2'x2' carpet sections, and 4'x4' screwed down floor tiles to access cable pathway. All cabling shall adhere to NFPA 70, NEC, and EIA/TIA 568-A cabling standards. All cables shall be tested to EIA/TIA 568-B.1, EIA/TIA 568-B.2, and EIA/TIA 568-B.3 standards. 1.4 Date of Delivery & Contract Type: The Government will award a Firm Fixed Price (FFP) Award. The Period of Performance will be for a Base Year + 2 Option Years. The Award must be made by 12/2022. 1.4.1 Place of Delivery: Services shall be performed at the USSS Washington, DC area locations. (Logan Building; White House Complex; Naval Observatory; Headquarters; RTC - Beltsville; Warehouses MD/DC; Special Services Division). 1.4.2 Hours of Operation: The contractor is responsible for conducting business, between the hours of 9am - 5:00pm, Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. 1.4.3 Privacy Act: Personnel who have access to Privacy Information shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. 1.4.4 Physical Security: The contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured. 1.4.5 Key Personnel: The contractor shall provide a point of contact (POC) who shall be responsible for the deliverables. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The POC or alternate shall have full authority to act for the contractor on all contract matters. 1.4.6 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor's mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI. The method of contractor selection has not been determined at this time.
