Renovation of a mixed-use development in Montrose, New York. Conceptual plans call for the renovation of a medical facility.

THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The Department of Veterans Affairs is seeking a qualified Architect-Engineering (AE) firm to provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for Project 620-23-103 Project Replace Steam Lines Phase 2 Part C at the Hudson Valley Healthcare System Montrose Campus Montrose, NY 10548. This Project will provide the successful planning, design, and construction management to repair and replace steam utility infrastructure. The effort includes extensive excavation that will impact parking and traffic patterns of the hospital. In addition to remediation of existing steam lines a new duct bank is required for a secondary bypass steam supply for building 12 to be tied together with the primary steam line inside building 12. Valves and connection ties in will also be required for building 16, building 17, building 18, building 19 and building 20 and integrated with the new steam line infrastructure. Minor cursory coordination with the State Historical Preservation Office in accordance with the National Historic Preservation Act. Adherence and consideration will be made with the National Environmental Policy Act as required by all VA projects. Contract drawings and specifications will be created and used to create a biddable design package as outlined with the Supplement B attachment. Performance of specified work herein is to comply with all applicable design guides, regulations, procedures and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies within and outside of the VA requirements. Specific relevant VA Design Guides to be consulted during the design phase of the project are listed but not limited to the following: o PG 18-1 Master Construction Specifications o PG 18-3 Design and Construction Procedures o PG 18-4 Standard Details and CAD Standards o PG 18-10 Design Manuals (by discipline) o PG-18-15 Minimum Requirements for A/E Submissions o PG-18-17 Environmental Planning Guidance Upon Construction award with utilization of the biddable design package to a General Contractor, Construction Period Services will be provided to support facility engineering and final completion of the project. Redline markups from the General Contractor will be converted to final as built drawings once reaching the project completion goal. Period of Performance The period of performance shall be 300 calendar days from Notice to Proceed for a complete design. Place of Performance / Place of Delivery The place of performance for this contract is the VA Hudson Valley Healthcare Montrose, NY Scope or Tasks (for services) Planning, design and construction management to repair and improve antiquated steam utility supply for building 16, 17, 18, 19, 20. Steam distribution will be replaced from the source building boiler plant to a tie in that distributes to Building 16, 17, 18 and a secondary tie in. The secondary tie in provides a steam distribution point for building 16, 19 and 12. Building 16 already has two duct banks with a primary and secondary steam supply. A new duct bank is required for building 12 to provide a secondary bypass steam source as well. Reference drawing "Steam Distribution Map. Pdf for the current configuration. Attention shall be made with regards to demolition, erosion control during construction, impact on hospital operations such as electrical lighting and traffic control, continuity of hospital operations during construction with design of temporary utility requirements such as hot water heaters.This requirement is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Applicable NAICS code is 541310 and small business size standard of $8 Million. Magnitude of Construction is between $1,000,000.00 and $5,000,000.00. This is a 100% Service-Disabled Veteran Owned Small Business Set Aside. The anticipated award date of the proposed A-E Contract is on or before February 28, 2023. Potential contractors must be registered in SAM with an updated UEI and are visible/verified/certified as SDVOSB (or VOSB) in VetBiz at time of submission of their qualifications in order to be considered for an award. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
