Renovation of a water / sewer project in Oakland, California. Completed plans call for the renovation of a water / sewer project.

Construction Estimate $5,300,000 to $5,400,000 Work includes upper and lower built-up roof replacement; new roof perimeter railing; replacement of roof hatch guard railing; removal and replacement of failing or damaged ceramic tiles and interior acoustical insulation; carpet replacement; office, control room, lunch room, and locker room renovations; purchasing and installation of new office, control room, and lunch room furniture; elevator and crane cab controls upgrade; new fire suppression system installation; replacement of the existing condensing and cooling units; installation of electric duct heaters; existing air handling units rehabilitation; replacement of all exhaust fans and variable air volume boxes; replacement of transformer and distribution panel; temporary office trailer and restroom trailer rental for District staff; and proper sampling, removal, handling, and disposal of hazardous materials for all demolition work. Estimated cost of this work is between $5,300,000 and $5,400,000. All work covered by the contract shall be completed within four hundred and fifty (450) calendar days after the issuance of the Notice to Proceed Prospective bidders interested in attending the optional virtual pre-bid meeting and/or jobsite tour shall email Dominic La Marche (dominic.lamarche@ebmud.com) with the names of attendees and their respective email addresses no later than Tuesday, December 6, 2022 with the following information: a. Attendee names, emails, and phone numbers b. Company/contractor name c. Indicate if interested in prime contractor or subcontractor d. Preferred jobsite tour time(s), if interested The link provided to the virtual pre-bid meeting shall only be used by confirmed attendees and shall not be shared without the District's authorization. The District may schedule additional jobsite tours as needed. Registered bid walk attendees (Attendees) shall assemble at the MWWTP Security Kiosk at 2020 Wake Ave. in Oakland, CA. Attendees are required to wear face coverings during the pre-bid jobsite inspection tour. Attendees must follow Alameda County-wide health guidelines, including covering coughs and sneezes, regular hand washing, and social distancing. The District may limit the occupancy of indoor spaces in order to maintain social distancing. Attendees will be dismissed if they are sick or are not following health guidelines. No photography by the pre-bid jobsite inspection tour attendees will be allowed. The District will take photographs, as requested by Attendees, restricted to the work zone. The District will release photographs to Attendees after the bid walk, pending review by District. All Attendees are required to have a photo ID and sign a confidentiality agreement not to share, sell, or publish photos. The District will make its best efforts to include information provided by bidders obtaining plans and specifications, such as bidder's names, addresses, phone and fax numbers, and email and website addresses, on the website plan holders list. Prospective bidders may obtain the contract documents by downloading the files from the District's website. Prospective bidders who download the documents from the website shall register online in order to be included on the Plan Holders List. Due to COVID-19, precautions are being taken to protect District employees and its customers. Instead of mailing out a hardcopy set of the Contract Documents, we will only be emailing the bid package (electronic copies of all forms required for submitting a bid) to requestors. Bidders shall print the forms out and submit their bid proposals via hardcopy. Wet-signed copies of all forms are required. To request the bid package, prospective bidders shall visit the project. Proposals to perform the work shall be made on the forms provided and shall be submitted complete, including bid bond and list of subcontractors, in accordance with the requirements of the Specifications. Bidders shall have an active Class A (General Engineering) license from the Contractors' State License Board at the time of bid submission, which must remain valid throughout the duration of the contract. Refer to Article 21 of the Instruction to Bidders, Document 00 21 13. A bidder's bond for not less than 10% of the total bid dollar amount is required. Performance and payment bonds for not less than 100% of the contract price are required. As provided in Section 22300 of the Public Contract Code of the State of California, the Contractor may substitute securities for monies withheld by the District to ensure performance of the work. In accordance with Public Contract Code Section 3400, the District has established a procedure which permits bidders to have their proposed unlisted "or equal" product or service submittals evaluated prior to the project bid opening. See Instructions To Bidders, Document 00 21 13, Article 3 - "Submittals Prior To Opening Bid." This procedure does not apply where products or services have been limited by specific designation per Public Contract Code Section 3400 (c). The intent of the prequalification process is not for bidders to submit all of their proposed "or equal" products, but only those that would, if rejected, affect the bidder's bid amount. A copy of the prevailing wage rates is on file and available for inspection by any interested party on request at the District's Wastewater Project and Construction Management Section. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR). All Contractors bidding on a public works project and all Subcontractors of any tier shall be registered with the State DIR pursuant to Section 1725.5 of the Labor Code.
