Bids will be accepted prior to the date of opening of bids at the office of the City Engineer from 7:30 a.m. to 5:30 p.m., Monday through Thursday or mailed to EEFS Company, PC. Each bid must be sealed and the following words, along with "Bidder Name", "Bid Proposal"; "General Contractor License Number", and "Bid Date and Time" Must Appear on the Outside of the Sealed Envelope: American Rescue Funds Drainage Improvements on Parts of 15th Street, 6th Avenue North, and Flint Hill Road in Bessemer, Alabama. Other sets for general contractors, and sets for subcontractors and dealers, may be obtained with the same deposit, which will be refunded as above, less cost of printing, reproduction, handling, and distribution. To submit a bid, a complete set of a bid documents MUST be obtained from EEFS Company, PC., the Engineer. Bid Documents must be picked up no later than 24 hours prior to the bid opening. Scope of Work: The American Rescue Funds Drainage Improvements on parts of 15th Street North, 6th Avenue North, and Flint Hill Road Project consists of removing and replacing existing drainage structures. Structures being removed are a 58' of 3'x1.5' box culvert, two (2) 5.40'x6.40' CMP Culvert, and two (2) concrete extensions all with associated pavement patching, curb removal and headwall structures. Items to be installed include two (2) 36" RCP, two (2) 72" RCP, 35 tons of concrete wearing surface layer, 35 tons of asphalt upper binder layer, 255 tons of crushed aggregate base along with associated slope paving and vertical headwall and wingwall construction. Also included is 40 linear feet of concrete curb, 50 linear feet of steel beam guardrail and associated end anchors. Miscellaneous items such as traffic control and erosion control are also included. A cashier's check or bid bond payable to City of Bessemer in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal along with Non-Collusion Affidavit. A One Hundred Percent (100 %) Performance Bond and a One Hundred Percent (100 %) Payment Bond and evidence of insurance required in the bid documents will be required at the signing of the Contract. All general contractor bidders must be pre-qualified pursuant to pre-qualification procedures and criteria established by the Owner prior to picking up bid documents. Written pre-qualification procedures and criteria are available for review at the office of EEFS Company, PC. Bids must be submitted on proposal forms furnished by the Engineer or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. All bidders must have a current Alabama General Contractor's License. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner's judgment, the best interests of the Owner will thereby be promoted. Engineer's Bracket Estimate: $375,000.00 - $425,000.00 Nonresident bidders must accompany any written bid documents with a written opinion of an attorney at law licensed to practice law in such nonresident bidder's state of domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts. Bids MUST be submitted directly to the office of the City Engineer. *The value for this project is based on a financial range.
