Sealed bids for the Project described herein, the City of Birmingham, as Awarding Authority and acting through Lord Aeck Sargent Planning and Design, Inc. (Architect), wishes to identify and pre-qualify General Contractors for Vulcan Tower Pedestal Exterior Repairs (the Project) consistent with the Public Works Laws in the State of Alabama (Title 39, Code of Alabama 1997). Only prequalified General Contractors that are licensed to perform work in this State will be allowed to submit bids on this Project. The prequalification procedure is intended to identify responsible and competent bidders relative to the requirements of the Project. Prequalification proposals and requirements may be obtained from the Architect by submitting the request to Sarah Pitts Project Manager/Architect, either by telephone at (404) 253-1420, or by email at Sarah.Pitts@lordaecksargent.com, For the following Project: To Repair Deficient Exterior Masonry Joint Conditions on the Exterior Faade of the Vulcan Tower Pedestal. This Includes, Repointing All Cracked, Eroded, and Otherwise Deteriorating Mortar Joints With Mortar Mixture Based on the Original Mortar Mix, Replacing All Joint Sealant at Openings and Shelf Angles, and Repairing Localized Areas of Spalled Concrete for the City of Birmingham, Alabama. Submittals for prequalification will be reviewed by representatives of the Architect and the Owner. The prequalification process is intended to result in subsequent competitive bidding among contractors that, with a reasonable degree of assurance, have demonstrated that they are capable of successfully completing the work according to the drawings, specifications and schedules, are licensed to perform work listed above, have successfully completed projects with similar requirements, demonstrate financial capacity to complete the work and otherwise satisfy prequalification criteria. The City may disqualify any Contractor that does not meet the requirements to perform the work. The City reserves the right to require additional references or information from the Contractors to clarify their qualification, to waive any technical errors in applications, to solicit additional contractors for approval, and take other actions in the City's interest. Following the review of prequalification submissions, the City will advise respondents whether each has or has not been prequalified to bid on this Project. The Vulcan statue and pedestal are listed on the National Register of Historic Places. Consequently, all repair work on this national historic site has been designed and specified to, and the means and methods shall comply with, the Secretary of the Interior's Standards for the Treatment of Historic Properties The scope of the project is to repair deficient exterior masonry joint conditions, on the exterior façade of the Vulcan Tower Pedestal. This includes, repointing all cracked, eroded, and otherwise deteriorating mortar joints with mortar mixture based on the original mortar mix, replacing all joint sealant at openings and shelf angles, and repairing localized areas of spalled concrete. The cost of work is estimated to be less than $500,000. Construction may begin only when temperatures are consistently warm for masonry work. An alternate additional scope of works may be considered are repair of cracked solder joints in terne-coated steel roofing, interior plaster and associated repair work.
