By virtue of statutory authority, preference will be given to products and provisions grown and/or produced within the State of Iowa, and preference will be given to Iowa domestic labor as provided in the Code of Iowa. The Owner reserves the right to reject any or all Bids and to waive informalities or irregularities in the bidding.
