The work of this project consists of obtaining all materials and completing all work related to the inspection, repair, and improvement of approximately 1,124 linear feet of sanitary sewer line, 35 laterals, and 23 manholes. It includes precleaning, televising, post lining televising, suppling DVD and written report from all televising, lining pipe, sealing any associated lateral joints, installing or repairing cleanouts, replacement of some pipe sections (if needed), rehabilitating manholes, replacement of manhole frames and covers with bolt down watertight manhole frames and covers, manhole curtain grouting, and other appurtenant items needed for the work complete in place. Any mat placement, bypass pumping, traffic control, and other temporary measures needed to complete the work will also be provided. West Manchester Township, in accordance with Title VI of the U.S. Civil Rights Act of 1964 and Parts 21 and 23 of 49 C.F.R., notifies all respondents that it will affirmatively ensure that MBE/WBE will be afforded full opportunity to submit proposals in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The time for completion of the work of this contract is 120 days from the issuance of the notice to proceed. The Owner hereby reserves the right to reject any and/or all proposals submitted. The Owner also reserves the right to waive any defects, errors, omissions, irregularities, or informalities in the proposals received. Work of the Project includes inspection and subsequent improvement of laterals, cleanouts, sewer lines, and associated manholes. The Contractor shall conduct or provide the following in accordance with the project manual: 1. As a prelude to rehabilitation, precleaning and televising of sanitary sewer lines shown in the Drawings. 2. The rehabilitation of as much as 1,124 linear feet of 8-inch diameter of sanitary sewer line by cured-in-place pipe lining and sealing any lateral joints and lining the same up to the nearest cleanout therein. The total number of laterals to be seal shall be as much as 25 and the total linear feet of lateral lining as much as 325. 3. The installation or repair of as many asseventeen (17) lateral cleanoutsin advance of lateral sealing and lining. 4. Televising of sanitary sewer laterals shown in the Drawings. The total number of laterals to be televised shall be as much as ten (10) and the total linear feet of lateral televising as much as 400. 5. As a prelude to rehabilitation, precleaning and inspection of manholes shown in the Drawings. 6. Lining two (2) manholes where indicated in the Drawings and any grouting and coating needed beforehand. 7. Curtain grouting one (1) manhole where indicated in the Drawings 8. Submission of recordings and written report detailing the findings of the pipe televising and manhole inspections. 9. Provide recommendations for repairs including what sections can be lined and which will require other kinds of repairs or replacement. 10. Replacement of 23 manhole frames and covers with bolt down watertight manhole frames and covers 11. Needed support and preparatory work including but not limited to access coordination, right-of-way clearing, mat placement or temporary accessway construction, sediment and erosion control, bypass pumping, and traffic control needed to complete the work. 12.
