Subject to conditions prescribed by the University of California, UC Davis Health, responses to Prequalification Questionnaires are sought from Proposers for the following project: Central Utility Plant Expansion. This prequalification is for a Progressive Design Build Team (Contractor/Architect Teams) as the University intends to use the Progressive Design Build delivery method for this Project. The Progressive Design Build contract will require the successful Proposer to enter into the contract and to provide both design and construction services. The University's primary objective in utilizing the Progressive Design Build approach is to bring the best available integrated design expertise and construction experiences to this Project. The University has determined that proposers on this project must be prequalified. Prequalified proposers will be required to have the following: (Contractor) California contractor's license(s): B - General Contractor; (Architect) California Architects License. UC Davis Health will accept prequalification questionaries from Progressive Design Build teams having completed three (3) comparable projects in the past fifteen (15) years containing the following comparable elements: Each project must be at least $50 million in 2022 construction value. Projects can be part of larger campus project but the Central Utility Plant portion shall be at least $50 million in 2022 construction value. Project can be an expansion of a Central Utility Plant but shall be on healthcare or highly technical facility of similar scope, cost, size and complexity. At least one project shall be on an active campus. At least two projects must be delivered as a Design-Build contract or similar (i.e., Integrated Form of Agreement, or GMP Construction contract having provided Preconstruction Services, or CM-at-Risk) completed in the last 15 years. The UC Davis Medical Center, located in Sacramento, has a 50-year history of providing high-quality patient care across the greater Sacramento region and the 33 counties it serves. UC Davis Medical Center's 142-acre campus is served by central heating and cooling plant ("Central Utility Plant") built in 1998 and is nearly at its utility capacity and requires an upgrade. Starting in 2019, UC Davis Health undertook a comprehensive utilities master planning effort to outline the infrastructure and facilities needed to address future healthcare, education, research, and teaching needs on the Sacramento Campus and in the greater Sacramento region. The Utility Master Planning Team identified a critical need for UC Davis Health to upgrade utility services and expand the infrastructure to support current and upcoming utility operations. The Central Utility Plant Utility Upgrade and Expansion will address the utility requirements for the new buildings at UC Davis Health's main campus. The expansion is currently a baseline program of 40,000 (GSF) new annex building, Health Care Access and Information (formerly Office of Statewide Health Planning and Development) Level-1 utility space, diesel generators, electrical rooms and as well as administrative support space to facilitate campus operations and 9,000 (GSF) renovations within the existing Central Utility Plant, including replacement of chillers. The CUP master plan and underground distribution is divided into three (3) phases, with the Central Utility Plant Expansion included in this project scope. • 48X Complex - Current project that consists of limited upgrades and extending utilities from the Central Plant to serve the 48X Complex only. Project is estimated to be completed by 2025. • Central Utility Plant Expansion – This project will expand the Central Plant capacity to support the California Tower and additional future projects. • Central Plant Modernization - Future project to expand the capabilities of the Central Plant by converting the Campus to an All Electric operating Central Plant. One project must be located in California and serve a HCAI 1 Facility. Prequalification documents will not be accepted after the due date and time. No supplemental data or additional project information will be accepted after due date and time unless specifically requested by the University. To prequalify, Design-Builders must agree to comply with all proposal conditions including state prevailing wages, bid bond, payment and performance bonds, insurance requirements, and attend in its entirety the mandatory prequalification conference. The five (5) most qualified teams will be invited to participate in the design-build solicitation process. Following the submittal of technical and cost proposals, a contract will be awarded to the team that offers the lowest cost per technical point. The University reserves the right to reject any or all responses to this notice, to waive non-material irregularities, and to deem Design-Builders prequalified to submit proposals for the project. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law.
