Site work, paving and outdoor lighting for a mixed-use development in Bremerton, Washington. Conceptual plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Per the owner, as of March 27, 2023, they are still in the design consultant selection/negotiation phase of this project. At this time, it is not known when a design team will be selected and when negotiations are completed. Closed solicitation has been included below for reference. ……………….. From consulting firms with expertise in Civil and Structural Engineering Design. This agreement will be for approximately three years in duration with the option for the City of Bremerton to extend it for additional time and money if necessary. Consultants will be considered for the following project. The City of Bremerton reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. The work to be performed by the CONSULTANT consists of preparing preliminary engineering design, environmental permitting support, and right-of-way acquisitions for pedestrian, bicycle, roadway, and minor city utility improvements along the designated street corridors in the vicinity of View Ridge Elementary. The proposed improvements include but are not limited to the construction, reconstruction, and/or retrofit of ADA compliant sidewalks and curb ramps, bicycle facilities including bicycle lanes and shared-use paths, pedestrian crossing treatments include RRFB's, corridor traffic calming, roadway reconfigurations, retaining walls, and pedestrian lighting. Phase I - The general limits of these improvements include Spruce Ave (View Ridge Elementary - Sylvan Way), Sylvan Way (Spruce Ave - Almira Dr), E 33rd St (Spruce Ave - Almira Dr), Almira Dr (Sylvan Way to Ivy Rd). The project also includes evaluation and design of a preferred shared-use path corridor to route bicycles safely from Almira Dr to View Ridge Elementary (via E 33rd St) as an alternate route from Sylvan Way. Construction of the project is scheduled for early 2026. Phase II (Future Phase) - The general limits of these improvements include Almira Dr (Ivy Rd - Riddell Rd). Construction of the project dependent on project funds being committed, but may include concurrent construction with Phase I. Please see the City's website, for a copy of the grant application and additional supporting documentation. For continuity of the project, the firm chosen under this RFQ may be contracted for Phase II project services dependent on award by WSDOT and acceptance of those funds by the City of Bremerton. Also, the City of Bremerton reserves the right to retain the services of the successful firm(s) for any subsequent project phases (such as Construction Phase Services) associated with this project. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1) Qualifications of the Proposed Project Manager and Key Team Members 2) Qualifications and Experience of Firm/Team on Similar Projects 3) Firm/Team Approach to Project 4) Firm/Team Ability to Meet Schedule 5) Firm/Team Familiarity with Bremerton/WSDOT/FHWA Standards 6) Firm/Team Past Performance Submittals should include the project name in the subject line and the following information in the body of the email: Project name; Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager. It is recommended under Message Properties that the box for "Request a delivery receipt for this message" be checked as this is the only method by which verification of delivery will be given. CONSULTANTS are invited to submit their Statement of Qualifications (SOQ's) at their own cost. The CITY assumes no obligation of any kind for expenses incurred by any respondent to this solicitation. The submittal must be submitted formatted as follows: o Submitted as an 8.5" x 11" sheet, single sided only, and with text (font) size no smaller than 12 points; and o If charts and/or graphs are utilized, text (font) size must be no smaller than 8 points. Your SOQ must consist of: o Your letter of Transmittal; o Your responses to Evaluation Criteria 1 through 6 o The SOQ packet is limited to 15 pages, single sided only, not including the front and back cover. The SOQ shall meet the following requirements or may be deemed non-responsive and will not be eligible for consideration of this work: o Title of the SOQ and your firm clearly identified on the cover of the submittal packet and the letter of transmittal; o Name of Principal-in-Charge and Project Manager, and number of employees in each firm proposed on the project; o Responsiveness to all evaluation criteria; o Meeting page limitations and font size requirements; o Meeting submittal deadline submission date and time.
