Renovation of a municipal facility in Kittanning, Pennsylvania. Completed plans call for the renovation of a municipal facility.

The prime contracts consist of the following: Contract MC-1 removal and replacement of a new boiler and related work and Contract PC-1 removal and replacement of a new water heater and related work at the Armstrong Court Apartment Building.Boiler & Water Heater Upgrades Project Notice is hereby given that this is a Section 3 covered project and that the area has been defined as a Section 3 area. The Housing Authority promotes the utilization of business concerns which are located in or owned in substantial part by persons residing in the Section 3 area and promotes job training and employment opportunities for qualified, lower income, Section 3 area residents. Any qualified Section 3 business may make written request to the HACA to obtain a list of all potential bidders in order to facilitate their ability to make their services known to these potential bidders.Compliance with Build America, Buy America (BABA) required as applicable. A certified check or bank draft, made payable to the order of "Housing Authority of the County of Armstrong", U.S. Government Bonds, or a satisfactory Bid Security (Bid Bond) executed by the Bidder and an acceptable surety, in the amount equal to ten percent (10%) of the total Bid, must accompany the Bid in accordance withthe Instruction To Bidders. No Bid Surety shall be waived or returned because the Bidder has failed or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances. A Bid may not be modified, withdrawn or cancelled by the Bidder within sixty (60) calendar days following the time and date designated for the receipt of Bids, without the written consent of the Housing Authority. The surety must be a Guarantee or a Surety Company acceptable to the U.S. Government as published in the U.S. Treasury Circular No.576 and must be licensed to do business in the Commonwealth of Pennsylvania. The successful Bidder will be required to furnish and pay for an assurance of completion of project in the form of Payment and Performance Bonds, each in the amount of 100% of the Contract Price; a cash escrow in the amount of twenty percent (20%) of the Contract Price; or an irrevocable letter of credit in the amount of twenty-five percent (25%) of the Contract Price. Attention is called to all Bidders that all applicable Equal Employment Opportunity requirements for federallyassisted construction contracts must be complied with. This includes strict compliance with Executive Order 11246, as amended (establishing a goal of 6.9% for female employment and 5.0% minority percentage by craft); Nondiscrimination; Executive Order 11625, Minority Business Enterprise; Executive Order 12138, Women Business Enterprise; Section 3 of the Housing and Urban Development Act of 1968; Civil Rights Act of 1964; Minority Business Participation; and HUD Wage Rate Determination. The Work involves Mechanical (HVAC) Construction and Plumbing Construction improvements to the Armstrong Court Apartment Complex in Kittanning, PA owned and managed by the Housing Authority of the County of Armstrong. The complex includes an eight story apartment building, a Community Room and a Maintenance Shop area. It includes an asphalt surfaced driveway and parking area, concrete sidewalks and outdoor courtyard with gazebo Mechanical (HVAC) Construction Contract MC-1 -Base Bid Item # 1 Furnish and Install New Boiler Unit in Apartment Building as indicated on the drawings, including but not limited to: 1. Install HVAC piping and electrical components to support the installation ofthe new HVAC unit. 2. Disconnect and remove the existing furnace located in the mechanical room 3. Install new HVAC unit in the mechanical room. 4. Install the new exterior condensing unit. 5. Install new thermostat and control wiring. 6. Connect all HVAC piping, ductwork, flue connector and electrical components to the new HVAC unit. 7. Install new condensate line from AC coil to existing floor drain. 8. Verify new furnace and existing water heater are vented properly. 9. Clean up mechanical room and remove all debris from the HVAC unit installation. Plumbing Construction Contract PC-1 - Base Bid Item # 1 Furnish and Install New Boiler Unit in Apartment Building as indicated on the drawings, including but not limited to 1. Disconnect and remove existing water heater in the mechanical room. 2. Disconnect and remove the existing furnace located in the mechanical room 3. Install new HVAC unit in the mechanical room. 4. Install the new exterior condensing unit. 5. Install new thermostat and control wiring. 6. Connect all HVAC piping, ductwork, flue connector and electrical components to the new HVAC unit. 7. Install new condensate line from AC coil to existing floor drain. 8. Reinstall the existing water heater in the mechanical room. 9. Verify new furnace and existing water heater are vented properly. 10. Clean up mechanical room and remove all debris from the HVAC unit installation
