It is the goal of MDOT SHA that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal. Counties: Baltimore and Harford Cost of Plans: $0.00 Contract No.: XX1925476 Classification: F Funding: Federal Bid Opening: December 15, 2022 F.A.P. Number: AC-STBGG-NHPPG-000B(682)E Description: This contract shall construct Safety and Operational improvements at various locations in Baltimore and Harford Counties. This work includes individual work assignments which could include, but not limited to: o Milling, resurfacing, pavement markings, recess pavement markers, concrete sidewalks, ADA ramps, curb and gutter, and drainage improvements. o Pedestrian refuge islands, pedestrian crosswalks, signing modifications, loop detector replacement and miscellaneous traffic control device infrastructure items required for safety and operational improvements. o Site distance and intersection safety Improvements. o Tree Felling, Tree Trimming, Stump Grinding and Removal, Brush Removal for Utility Clearance and Relocation. The exact location and scope of each work is indeterminate at the time of bidding. Work will be performed on an as needed basis as directed by the Engineer and therefore may or may not be on a continual basis. The following list of locations and description of work are anticipated to be included in this contract. o I-83 (Harrisburg Expressway) NBL Off Ramp at Timonium Road Geometric Improvements o Proposed improvements include pavement widening to create an additional right turn movement from eastbound Timonium Road to southbound Greenspring Drive, pavement milling, patching, resurfacing, concrete sidewalk and curb and gutter replacement, striping and signing upgrades. o MD 543 at MD 136 Tree Felling and Trimming o Tree removal and trimming for utility relocations along both sides of MD 543 from 1,500 feet west of the intersection with MD 136 to 500 feet east of Nova Scotia Road. o MD 136 at Address 1101 Grading Improvements o Proposed improvements include roadside grading adjustments to facilitate improved drainage conditions. o MD 150 at Tidewater Lane o Proposed improvements include relocating existing bus stop and shelter to eastbound side of MD 150 and constructing approximately 370 feet of new sidewalk for relocated bus stop facilities. o MD 157 at Westfield Road Geometric Improvements o Proposed improvements include removal of existing flex posts in median and replacing with monolithic concrete median. Improvements also include pavement patching and resurfacing, new and replacement of curb and gutter, new sidewalk, and minor drainage improvements. o MD 157 at Rabon Avenue Geometric Improvements o Proposed improvements include removal of existing flex posts in median and replacing with monolithic concrete median. Improvements also include pavement patching and resurfacing, new and replacement of curb and gutter, and minor drainage improvements and installation of new inlets. o MD 150 at 45th Street Geometric Improvements o Proposed improvements include removal of existing flex posts in median and replacing with monolithic concrete median and extending left turn bay along westbound MD 150. Improvements also include pavement patching and resurfacing, new and replacement of curb and gutter, ADA sidewalk and driveway reconstruction, utility relocations (by others), and minor drainage improvements and installation of new inlets. o US 1 at Reckord Road Geometric Improvements o Proposed improvements include raising the roadway profile for the westbound Reckord Road approach, installing a new traffic signal and advanced signal ahead warning sign. Improvements also include pavement patching and resurfacing, minor drainage improvements, new curb and gutter installation, driveway regrading. o MD 152 at US 1 Geometric Improvements o Proposed geometric improvements to extend the northbound MD 152 left turn lane into the existing median approximately 400 feet. Improvements also include pavement widening, patching and resurfacing, minor drainage improvements, SWM facility installation, As an example of the types of projects that were part of previous Safety and Operational Improvements contract. The Contractor is alerted to the fact that the projects listed below are only representative of the type of projects and/or locations. The Contractor is reminded that this contract is for Baltimore and Harford, and project sites may be located throughout both counties. o MD 140 (Reisterstown Road) at Hooks Lane Safety and Operations Improvements o MD 136 (Calvary Road) at Asbury Road Intersection Improvements o MD 132B (Old Post Road) at Emmit Ave Pedestrian Safety Improvements o MD 30 (Hanover Pike) at Rue St. Lo Drive Intersection Safety Improvements A Pre Bid Conference will not be held for this project. Minimum wage rates for each Project, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids (IFB). Bids must only be made upon the latest electronic proposal forms (and attachments) that are furnished by the Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00. The MDOT SHA reserves the right to reject any and all bids. MDOT - Call Order 101 Areawide Safety and Operational Improvements at Various Locations in Baltimore and Harford Counties *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
