The MDOT SHA hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, minority/ disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, religion, ancestry, national origin, sex, age, marital status, sexual orientation, sexual identity, genetic information or disability in consideration for an award. Minority/ Disadvantaged business enterprises are encouraged to respond to this solicitation. On Federally assisted projects, the bidder's attention is called to the Standard Federal Equal Employment Opportunity Construction Contract Specifications (Executive Order 11246) which is a part of the contract proposal. All of these activities shall be done in accordance with Title VI of the 1964 Civil Rights Act, as amended. It is the goal of MDOT SHA that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal. Counties: BA,CL,FR,HA,HO Classification: E ($2,500,001 to $5,000,000) Funding: Federal F.A.P. Number: N/A This is an on-call contract to perform remedial activities for stormwater and drainage assets. Constructions plans or stormwater work orders will be provided during the contract. An example of the stormwater facility work order is provided. This contract will involve sites located within, Carroll, Baltimore, Fredrick, Hardford, and, Howard. The duration of the project is three years. MBE Participation (%) 6.0 The contract includes performing work within State rights-of-way, easements, and/or where authorized under temporary right-of-entry agreements. Work includes clearing, grading, and structural repairs to stormwater management facilities; drainage pipes, outfall structures; embankments of roadways and ponds; and streams. Specific examples of work may include, but is not limited to, the following. a) Installation, repair and cleaning of manholes, junction boxes, inlets, storm drain pipes, endwalls, end sections, inlets, riser structures, underdrain, sub-drain, and other miscellaneous drainage structures and masonry. b) Removal and disposal of damaged or broken pipes, drainage structures, paved ditches and other miscellaneous masonry. c) Grading, repair, and stabilization of eroded embankments, slopes, ditches, and swales. d) Installation and maintenance of sediment and erosion control devices, such as riprap, soil stabilization matting, silt fence, stabilized construction entrances, and other similar controls, including maintenance of flow diversions, dewatering and pumping. e) Construction of riprap aprons, check dams, and other energy dissipators. f) Paving operations incidental to pipe installations for hot mix asphalt, concrete and sidewalk patching, including construction of concrete curb and gutter, hot mix asphalt curbs and mountable berms. g) Providing cast-in-place and precast reinforced concrete drainage structures. h) Dredging stormwater management facilities, media replacement, and monitoring well/cleanout installations. i) Clearing, grubbing, and removal of trees, brush, trash, sediment, and other detritus. j) Fence installation, repair, and removal and disposal of damaged or broken existing fencing. k) Construction of access roads. l) Maintenance of traffic operations, including removal and resetting of existing concrete or metal traffic barrier. m) Landscaping, including planting of trees, shrubs, perennials, turf grass sod as well as temporary and permanent seeding. The Engineer will direct the work performed and the methods used. Work may sometimes be performed on a high-priority and emergency basis rather than as routine work. When emergency situations arise, mobilize adequate crew and equipment to address the emergency within 12 hours of notification, treating the work as a sole priority until it is completed, delaying all other projects, including all other SHA work as well as any non-SHA work tasks. Failure to mobilize within the 12-hour time frame will result in the incurrence of Liquidated Damages of $500 per hour. Pre-Bid Conference: A Pre Bid Conference will not be held for this project. Minimum wage rates for each Project, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids (IFB). Bids must only be made upon the latest electronic proposal forms (and attachments) that are furnished by the Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00. The MDOT SHA reserves the right to reject any and all bids. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Liquidated Damages of $500 per hour.
