Supply of 4,000,000lbs, of 12-15 percentage of available chlorine Sodium Hypochlorite (NaOCI). All deliveries shall be on an as needed basis.Orders will be placed by telephone. Deliveries shall be made within 1-2 days of order being placed.The vendor shall be responsible for supplying written or verbal confirmations of the order and delivery date.Deliveries to the Lake Kilby Water Treatment Plant, 105 Maury Place, Suffolk, Virginia 23434, shall be during the period of January 1, 2023, through June 30, 2023, between the hours of 7:00 a.m. and 3:30 p.m. est. Monday through Friday only.Shipments shall be made to one of the City's two 15,000-gallon storage tanks.Vendor shall be responsible for notifying Mr. Richard Hurr Operations Superintendent at the Lake Kilby Water Plant, at 757-539-2201, ext. 271, should any questions arise in ordering or delays in shipments.

The questions(s) along with a written response will be given to all bidders who have been sent a bid package. If the question(s) result in a direct change in the bid, an addendum will be immediately distributed. The award will be made to the lowest responsive and responsible bidder meeting the requirements of this solicitation. The City reserves the right to conduct any tests it may deem advisable to make all evaluations. The City also reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the City to be in its best interest.Any bid in response to this solicitation shall be valid for ninety (90) days. At the end of the ninety (90) days, the bid may be withdrawn at the written request of the Bidder. If the bid is not withdrawn at that time, it remains in effect until an award is made or the solicitation is canceled.Pre-Bid Meeting - No pre-bid meeting will be held. The City reserves the right to cancel the Invitation to Bid, and to waive any non-conformance in bids or any other irregularities received, whenever the Purchasing Administrator or designee determines that such rejection or waiver is in the best interest of the City. The term of the contract will be for an initial period of six months with the option of four (4). one (1) year renewal increments, for a total of four and a half (4 1/2) years. Initial contract commencement will be January 1 2023, and ending June 30, 2023. Renewal of contract will be based on Contractor's performance and the City's appropriation of available funds.
