The City seeks to engage a master developer (“Master Developer”) to work with the City in connection with development, construction, and operation of a mixed-use development of City-owned parcels of real estate (“Sites”) located across from City Springs, that will serve as an anchor for additional private development in the City Springs District. The City desires a creative approach to development that accommodates market demands, creates a unique district with curated retail and restaurants, and advances creative placemaking strategies that will enhance activity in the City Springs District. The development should align with the vision established through the 2012 City Center Master Plan and the 2022 City Springs Master Plan, currently in progress with completion by January 2023.
