This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. Item No. - 5-80000.00 Project Manager - Tom Hall, P.E. User Division - Planning Approximate Fee - $700,000 Planning Study (Lump Sum) Project Funding - SPP (State Funds) Project Length - Approx. 1.00 mile (I-64) and Approx. 3.00 miles (new route) The purpose of this project is to reduce congestion on the existing roadway network and to improve connectivity to I-64 in the area of eastern Jefferson County between I-265 (Gene Snyder Freeway) in Jefferson County and KY-1848 (Buck Creek Road) in Shelby County. The project area has experienced considerable growth recently and is likely to continue at a similar pace. This project is needed because local and regional access via the interstate system and local roadway network is restricted primarily due to the gap of nine (9) miles between interchanges on I-64 (I-265 in Jefferson County and KY-1848 in Shelby County). Limited access to I-64 has contributed to ever-increasing traffic volumes, increased travel times, and delayed responses by emergency services on I-64 as well as US-60, KY-155/KY-148, and other areas roads unable to handle heavy traffic. Project expected to be treated as a federal-aid project. The Consultant team may include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan would demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to KYTC Procurement Bulletin 2023-05 Page 2 of 7 Jefferson | 5-80000 | KY-1531 this contract. If included, an additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. No additional points will be provided in the Evaluation Factors for the DBE Participation Plan.
