Renovation of an educational facility in Harrisonburg, Virginia. Completed plans call for the renovation of a educational facility.

Sealed bids are invited for the construction of East Campus Steam Plant Phase 1, James Madison University, Harrisonburg, VA The original East Campus Steam Plant, purchased from the City of Harrisonburg in 2017, housed two trash-burning boilers and a steam turbine; it now houses two 35,000 pph boilers, three steam-turbine driven chillers, one electric chiller, and two cooling towers. The existing boiler equipment is rundown and a serious risk for catastrophic failure which would cause the university to shutter buildings. The project includes removal and replacement of the existing 35,000 pph boilers and associated equipment with a new 80,000 pph boiler. Bid Questions Deadline - February 9, 2023 12:00 PM General Contractors who arrive late will not be permitted to sign the attendance sheet. Allow for adequate time to find a parking space. (The University will have temporary parking passes for attendees, after acquiring a space the contractor may request a pass from the University lead buyer). Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders (CO-7a), which is part of the Invitation for Bids. Withdrawal due to error in bid shall be permitted in accord with Section 9 of the Instructions to Bidders and 2.2-4330, Code of Virginia. The Owner reserves right to reject any or all bids. A Bid Bond is required (form DGS-30-090, CO-10.2). Responsive and responsible low bidder shall be capable of delivering Standard Labor and Material Payment Bond (DGS30-088) and Standard Performance Bond (DGS-30-084) upon notice. Contractor registration in accordance with Section 54.1-1103 of the Code of Virginia, is required. The University is committed to exceed a target goal of 50% with businesses certified by DSBSD. For this specific project the Universitys minimum required DSBSD certified business participation is 10%. In addition, the selected General Contractor shall strive to work with subcontractors that help them achieve their proposed SWaM goal and establish % SWaM goals in the following categories in line with the Universitys SWaM plan: Woman Owned Spend - 6% minimum, Minority Owned Spend - 3% minimum, Micro Business Spend - 3 % minimum, Veteran Owned Spend - 3 % minimum. A bidders DSBSD certified business procurement plan (as represented by the percentage stated on the bid form) should be entered on the bid form. A bidders percentage entry is subject to negotiation by the agency.
