Notice is hereby given that the Board of Supervisors of Pontotoc County, Mississippi, will at the Pontotoc County Courthouse in the City of Pontotoc, Mississippi award contracts from the 3rd day of January, 2023, to the 31st day of December, 2023, to the lowest responsible bidders for furnishing commodities and services to Pon- totoc County, Mississippi for the 2023 calendar year as follows: 1. Grader blades (regular and carbide tipped); 2. Asphalt or emulsion (with mini- mum unloading time of 3 hours) as an absolute requirement; a. EA-3 b. SS-1 c. CR5-2 d. AE-3 e. AC-10 f. MC-70 g. EA-1 h. Hauling of crushed limestone/rip-rap to a designated county facility site(s) in Pontotoc County, Mississippi with Pontotoc County furnishing material, priced per ton per mile AND per yard per mile (in equivalents); 11. Hauling of wash gravel and wash/sized gravel, clay rock to a designated facility site(s) in Pontotoc County, Mississippi with Pontotoc County furnishing material, priced per ton per mile AND per yard per mile (in equivalents; 12. Soil cement, mixed and compacted in place; 13. Culverts and bands, all sizes and gauges, delivered to county facilities; a. spiral b. corrugated c. concrete d. plastic (separate bids for new and recycled) 14. No-lead gasoline (all grades) and diesel fuel for both highway and non-highway use; and 15. At the County's request provide and install per LB or gallon either a permeating resin or expanding resin polyurethane foam within Pontotoc County all materials being Alchemy Spetec or approved equal, with a certified installer for deep lift registered injections, priced per LB or gallon. The Pontotoc County Board of Supervisors shall consider bids that are submitted in accordance with Senate Bill No. 2241 of the Mississippi Legislature, Regular Session 1981, as to the industry wide cost indexes of petroleum products, including asphalt, which will be pro- vided by the State Construction Engineer. ** At the discretion of Pontotoc County, a standard conversion factor may be used to compare unlike units (tons to yards) when evaluating competing bid submissions that do not use like units. The established indexes shall be provided for use in calculating the change in price of a specified product month to month for those contracts which include escalation (price adjustments) clauses. The contracts which include escalation clauses should have the proposal the indexes for the month the proposals are furnished to prospective bidders. Thereafter, the change in price from the original contract price (placed in the proposal) can be calculated each month and price adjustments made for applicable products accomplished during the current estimate period. All limestone, asphalt and emulsion must meet specifications on file with the clerk of the Board or if none, then specifications of Mississippi State Highway Department. Sealed bids should be filed with the clerk of the Board on or before said time. Bids must be submitted separately on each item as advertised. Bidders must comply with Section 19-13-71, Mississippi Code of 1972, Annotated. Bids will be received on bid forms approved by the Commission of Budget and Accounting and which may be secured from the Clerk of this Board. Bids not submitted upon approved bid forms will be rejected. The Board reserves the right to reject any and all bids and to waive informalities.
