The Project consists of constructing a 50' single span temporary bridge structure and roadway approaches spanning existing corrugated metal pipe arches to remain undisturbed. The Owner will retain ownership of all materials, including the temporary bridge, at the conclusion of Construction. Two temporary bridge options are presented in the Contract Documents: Alternate A - Two-Lane Temporary Bridge and Alternate B - One-Lane Temporary Bridge. The Contractor may elect to bid on one or both Alternates. A brief technical proposal shall accompany the bid and shall include at a minimum: o The geometric characteristics (span, roadway width, total bridge width, and superstructure depth) and description of the materials of the bridge.
o A certification that the proposed temporary bridge meets the load capacity requirements and bridge rail test level as indicated in the Special Provisions for Section 501.
o The anticipated assembly, installation, disassembly, and transportation procedure
o The anticipated project schedule, including approximate lead time for temporary bridge fabrication if applicable. Award of the Contract shall be at the sole discretion of the Owner based on the temporary bridge system that provides the best overall value for the Town. The value of the Contractor's bids will be determined as follows: o70% of the total score shall be based on the technical proposals. All bids will be ranked on their technical proposals with preference given to schedule and ease of re-use of the temporary bridge at other sites.
o 30% of the total score shall be based on total project costs ranking. The engineer's estimate for the work is between $200,000 and $300,000. The anticipated project schedule is to start construction in December 2022 and complete construction about Winter 2023. All technical questions regarding this project should be directed by email to Joe Ripley, PE at jripley@hoyletanner.com Bidders must be listed on the NHDOT "Prequalified Contractor's List" with a classification of bridge and/or bridge rehabilitation, box culvert and/or road construction or provide written documentation from NHDOT as of the date and time of the Bid Opening. Bids submitted from bidders who are not on the specified classifications of the NHDOT "Prequalified Contractor's List" or who cannot provide written proof of prequalification from NHDOT prior to the time of the bid opening will be deemed unresponsive and unopened. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bid security shall be furnished in accordance with the Instructions to Bidders. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
