San Francisco Public Works (Public Works), City and County of San Francisco (City), intends to award contracts to a minimum of three (3) responsive, responsible, and qualified Contractors to create a prequalified pool to provide Environmental Contracting Services on an as-needed basis. The selected Contractor, including its team of subcontractors, will provide Environmental Contracting Services on an as-needed basis, as described in Section 2 of the RFQ - Scope of Work. Contractor shall provide all services, labor, materials, insurance, bonding, and equipment necessary to accomplish a variety of environmental work including but not limited to remediation, abatement, cleanup of hazardous material and wastes; site environmental investigations and drilling; collection and disposal of household hazardous waste and hazmat milk runs; excavation and management of contaminated and hazardous sites, soils, and groundwater; wastewater, stormwater and dewatering storage and treatment; provide environmental mitigation inspectors and environmental mitigation monitoring support during construction including air, dust and noise monitoring; installation and abandonment (closure) of groundwater monitoring wells and underground pipes; cleanup, installation, and removal of underground and aboveground fuel storage tanks, pipes, and associated accessories; fueling system cleaning, certification and upgrades; develop and implement Storm Water Pollution Prevention Plans (SWPPP), Erosion and Sediment Control Plans, Best Management Practices (BMPs), Debris Management Plans, Emergency Preparedness Plans; cleanup, removal and management of debris; post-disaster response; waste characterization, transportation and disposal related tasks; natural gas leak repairs; radiological testing. While the nature of activity may vary widely, in all cases, work will involve hazardous material/waste handling or work in and around potentially hazardous or environmentally sensitive areas. The product of this Request for Qualifications (RFQ) and the selection process will be a Master Agreement (Contract) with each selected firm or team. Each Contract will have a three-year term. The aggregate fee cap for CSO work under each Contract will be $2,000,000. The City reserves the right to change the number of contracts and contract amount limits to be awarded. Since this is an "As-Needed" contract, award of a master agreement does not guarantee that the selected firms will perform all or any portion of the services described in this RFQ, nor does it guarantee that the maximum amount will be expended. The maximum contract dollar amount does not represent a guaranteed revenue source for any of the selected firms. The LBE subconsulting participation requirement for this RFQ is 20%. Questions regarding the RFQ must be submitted no later than December 14, 2022, 4:00 P.M. by email to Contract Manager Robert Begley at: Robert.C.Begley@sfdpw.org. There will be no pre-proposal conference for this RFQ. In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of the threshold amount, currently at $200,000, and as amended from time to time, is awarded by the City and County of San Francisco until such time as (a) the Department Head recommends the contract for award and (b) the board or commission then adopts a resolution awarding the contract. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds. This Contract is subject to the requirements of Administrative Code Chapter 12X, which prohibits the City from entering into any Contract with a Consultant that has its United States headquarters in a state with laws that perpetuate discrimination against LGBT populations ("Covered State") or where any or all of the work on the contract will be performed in any of those states. The method of contractor selection has not been determined at this time.
