Renovation of a municipal facility in Casper, Wyoming. Conceptual plans call for the renovation of a municipal facility.

This is a Sources Sought Announcement for the Wyoming Area Office HVAC Upgrade Design / Build This announcement is being used for market research and advanced planning purposes. Proposals are not requested and will not be accepted from this Sources Sought Notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED AS A RESULT OF THIS NOTICE. The Wyoming Area Office is located at 705 Pendell Boulevard in Mills Wyoming, approximately 4 miles west of Casper, Wyoming in Natrona County. The principal component of work: The Wyoming Area Office (WYAO) is seeking a contractor to upgrade the current Heating, Ventilation and Air Conditioning (HVAC) systems in the two main office buildings in the Wyoming Area Office (WYAO) complex. The contractor will be tasked to do both the design and construction of the work under a "Design Build" contract. The current HVAC system is failing to provide desired temperature control and needs several components replaced, added, moved and/or upgraded. SCOPE The contractor shall furnish all labor, equipment, and materials to complete the design and installation of all the upgrades, additions, and new installations according to the approved design. The main office building is approximately 20,000 square feet and currently utilizes and Variable Air Volume (VAV) system. The other building in the scope of the project is the Casper Control Center (CCC) which is approximately 7,000 square feet and utilizes a Constant Air Volume (CAV) system. The CCC was constructed in the early 19070's with the addition of the main office building being completed in the early 1980's. Neither system has been extensively modified since original construction. Both buildings are currently occupied. Critical elements of the upgrade to include: 1) Replace current pneumatic controls system with Direct Digital Controls (DDC) in main office building. 2) Move 1 air handler from inside the main office administration area to the roof. 3) Evaluate moving other air handlers in main office building to the roof. 4) Replace chillers with self-contained units or "packaged" units and eliminate current R22 split component chillers. 5) Optimize locations of VAV boxes and temperature zones with newly remodeled offices and rooms in main office building. 6) Evaluate electric baseboard heaters for replacement with new units that could be incorporated in to DDC system in both buildings. 7) Convert CCC building CAV system to a VAV system with associated DDC and modifications of the existing ducting for VAV boxes. 8) Replace all air handlers in both buildings with modern equipment considering capacity calculations and system functionality. The Government is seeking interested in 8(a) and small businesses, small-disadvantaged businesses, woman-owned small businesses, HubZone small businesses and/or service-disabled veteran owned small business concerns who have the specialized knowledge, experience and resources necessary to successfully complete a project of this size, scope and complexity. The NAICS Code for this project is 238220- Plumbing, Heating, and Air-Conditioning Contractors with a business size standard of $16.5 million. In accordance with FAR 36.204, the estimated magnitude of this proposed construction project is between $1,000,000 and 5,000,000. If an interested 8(a) or small business concern believes they are qualified and able to perform the work required under this proposed project, please submit a capability proposal demonstrating their ability to successfully accomplish the various components of work outlined above. Potential contractors shall furnish a list of no more than three (3) Federal, State, local government, or commercial projects completed within the last 10 years, which are similar in scope and complexity to the work required under this Sources Sought Notice. The interested contractor must clearly demonstrate the ability to successfully complete projects in a timely manner, manage a variety of construction disciplines, and work collaboratively with owners. Projects similar in scope and complexity are those projects having similar principal components of work, with a contract dollar value previously identified. If the potential offeror intends to utilize subcontractors for specific work activities, the subcontractor shall demonstrate the subcontractor's experience with identified work activities on similar projects. The following information shall be provided for each project: 1) Name and location of project; 2) Description of work; 3) Whether the offeror was the prime contractor, what portion of the work was performed by the offeror, and what portion of the work was performed by subcontractors; 4) Original completion date and actual dates and duration for each project (including modifications); 5) Initial contract amount and final contract amount (including modifications); 6) Name, address, and phone number of CO/owner/COR/point-ofcontact who may verify information for the project(s); and, 7) Any problems encountered in performance of the work and corrective actions taken. The Government will not reimburse any costs associated with responding to this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will not be bound to this information if a solicitation is issued. A determination by the Government not to compete this proposed contract action, based on the responses to this notice, is at the discretion of the Government. Capability statements shall be submitted to Linda Melnick at lmelnick@usbr.gov by 1:00pm MT on November 29, 2022. . For record keeping purposes, telephonic inquiries will not be accepted. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
