The City of Culver City is seeking a qualified Painting Contractor to pressure wash the exterior painted walls, to repair the metal fascia of eight colonnettes, to sand and patch cracks and holes, and then apply two coats of paint upon the exterior surfaces of City Hall, located at 9770 Culver Boulevard in Culver City (the "Project"). The City of Culver City ("City") is a charter city incorporated in 1917. The City is governed by a five-member City Council whose members are elected at large and operates under a Council/City Manager form of government. Culver City is a full-service city located in the western area of Los Angeles County, generally situated north of Los Angeles International Airport, southeast of Santa Monica, south of Beverly Hills and southwest of West Hollywood. The City is approximately five square miles with a residential population of approximately 40,000. The total adopted budget for FY 2021-22 is approximately $239 million, of which $124 million is General Fund. City Hall was built in 1995 and the last time it was painted was in 2003. The City is now seeking a qualified Painting Contractor to provide all the materials, equipment and labor necessary to complete the Project. In 2019, the City hired Wiss Janney Elstner Associates, an engineering and architectural firm, to determine if eight of the City Hall exposed steel colonnettes experiencing signs of corrosion and peeling at their seams had jeopardized their structural integrity or alternatively, were only cosmetic in nature. Wiss concluded that the seam separation and corrosion of the metal fascia covering these exposed steel colonnettes was due to improperly channeled storm water runoff that infiltrated and expanded their metal encasement, causing them to corrode however, the damage was determined to be only cosmetic in nature. Specifically, Wiss concluded that "there does not appear to be any loss of structural integrity of the colonnettes" and recommended that they be cleaned, repaired and painted. (See Exhibit A of this RFP: Assessment of Steel Column Distress at City Hall.) Questions with regards to this RFP should be submitted through Culver City by December 2, 2022. All firms registered for the RFP will receive responses to all the questions received and any other addenda that may be released, electronically by December 8, 2022.Response to Questions: December 8, 2022 The City intends to enter into an agreement with a qualified Painting Contractor to perform the following scope of work within 90 days after executing a contract. Although below, the City has specified use of Sherwin Williams manufactured paint, the selected Paint Contractor may substitute it with either Dunn-Edwards or Benjamin Moore brand exterior paint instead. Regardless of the paint manufacturer selected, the City requires that the paint be purchased from the manufacturer's Culver City store. See Exhibit B of this RFP for the Sherwin Williams primer and paint type specifications, method of application and their safety/environmental data. The selected Painting Contractor will clean and repair the eight colonnettes in the manner recommended in the Wiss assessment report as follows: 1. Remove and replace the sheet metal caps. Caps should be integrated with the existing stucco and weather-resistive barrier at the column cladding. Allowances for stucco cladding drainage at the underside of the top cap should be installed; this can be accomplished with a properly designed weep system. Joints at the topside or vertical sides of the sheet metal should be sealed or soldered as these are potential pathways for water intrusion. 2. Clean the corrosion product, debris, and dirt from the exposed surfaces of the colonnettes. Apply prime to the colonnette unit with a zinc-rich primer using Sherwin Williams B69V00011 - ZINC CLAD XI, and then apply two coats of custom color exterior grade paint to the surface of the colonnette using Sherwin Williams B53W02151 - Pro Industrial Water Based Alkyd Urethane - Semi Gloss as specified below. The surface preparation of the colonnette should meet the requirements of the primer and coating manufacturer. 3. At the elevated planter with visible corrosion, clean the exposed surface of corrosion product, debris, and any dirt. Apply prime to the exposed portion of the plates with a zinc-rich primer using Sherwin Williams B69V00011 - ZINC CLAD XI and then apply two coats of Sherwin Williams B53W02151 - Pro Industrial Water Based Alkyd Urethane - Semi Gloss paint to the surface of the colonnette as specified below. The surface preparation of the colonnette should meet the requirements of the primer and coating manufacturer. o Metal Surfaces of the Colonnettes: The paint color from Sherwin Williams to apply to the metal portions of the colonnettes is as follows: SW 6328 Fireweed 114-C7 Concrete Surfaces of the Colonnettes: Prime Patched and Hairline Cracked Areas: Where cracks or holes in the concrete surfaces exceed 1/32" wide, remove and replace all faulty sealants between concrete panels and fill the cracks with Sherman Williams LX02W0050 - Loxon Concrete and Masonry Primer. The following areas are excluded from the scope of work: o The P1 and P2 levels of City Hall o The Hanging Garden (a stained-glass public art piece located on the third floor that faces the courtyard). o Exterior light fixtures. o Round, unpainted concrete planters o All flooring o Pottery planters o Bicycle racks and benches o Exterior signage, including the "CITY HALL" letters that face the courtyard o The handrail portion only of all railings (only the lower portion of the railings are included in the scope of work.) o The interior of the three elevators (only their exterior frames and doors are included in the scope of work.) o All concrete and other exterior surfaces that are not currently painted (e.g., the concrete surrounding the three water features, raised planter areas, and the subterranean ramp leading to level P1, and some portions of the Tribute to the Former City Hall Facade, etc.).
