District , acting by and through its Governing Board, is calling for and will receive sealed bids electronically for the award of a contract up to, but no later than the above stated date and time for the equipment and installation of an Emergency Notification System at McCabe Union Elementary School District, located in the County of Imperial, California, after which time the bids will be opened and publicly read aloud. All bids shall be made and presented only on the forms provided by the District. It is the sole responsibility of each Bidder to ensure their bid is delivered and received in a timely manner at the link provided after participating in the mandatory pre-bid job walk. Any bids received after the time specified above or after any extensions or addendums granted by the District shall be returned unopened. Any and all cost(s) associated with the preparation of the proposal shall be borne by the Bidder. In accordance with the provisions of California Business and Professions Code Section 7028.15 and Public Contract Code Section 3300, the District requires that the bidders possess the applicable classification(s) of Contractor's License(s) at the time of bid submission. The bidder's California State Contractors License number shall be clearly stated on the bidders proposal documents. Any bidder not licensed as a contractor in the State of California and registered with the California Department of Industrial Relations at the time of bid opening will be rejected as non-compliant. All inquiries, comments and/or exceptions to the RFP must be submitted in writing via email. No individuals will be accepted to participate in the job walk upon arrival after 9:00am. This is a time sensitive project. All work is proposed to begin promptly upon Board approval and must be completed in its entirety by March 15, 2023. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR). Bidders are advised that this contract is a Public Works Project, and for the purposes of the California Labor Code, it requires the payment of prevailing wages. These wages including holiday and overtime work, per-diem rates as well as employer payments for health and welfare, pension, vacation and similar purposes which are available from the Director of the Department of Industrial Relations. Current rates and other information can be obtained from the DIR website Separate Payment and Performance Bonds, each in an amount equal to 100% of the total contract amount, are required and shall be provided to the District prior to execution of the contract and shall be in the form set forth in the contract documents. All bonds (Bid, Performance and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure Section 995.120. Each bid must strictly conform with and be responsive to the contract documents as defined in the General Conditions. The District shall reserve the right to accept or reject any and/or all proposals received as a result of this request; to negotiate with any qualified source, or to cancel in part or in entirety this RFP or to waive any irregularities or informalities in any proposals. The District shall also reserve the right to make an award without negotiation. The scope of the project will be as follows: Installation of 100 on-wall display/speakers and related cat5/6 cables and raceway across all sites Installation of 49 exterior IP paging speakers across all sites Installation of required Informacast server Configuration of Informacast software Configuration of one zone per wing, site paging, zone paging, district paging and bell schedule Informacast admin training and trainer training System must be tested and fully operational before project can be considered complete .
