The Maryland Department of Transportation (MDOT or the Department) is issuing this Request for Proposals (RFP) for an Offeror to provide consulting services in all areas of risk management and rail safety; but specifically, as required by the Federal Transit Agency Rail Transit Safety Oversight Program.All Offerors shall be aware that the Code of Federal Regulations, (CFR) - 49 CFR 674.41, prohibits a party or entity providing services to both the oversight agency and the rail transit agency where there exists a conflict of interest, including subcontractors. Therefore, Offeror(s) and all subcontractors currently providing services to MDOT's Maryland Transit Administration (MTA) shall not be permitted to submit an offer for this solicitation.It is the State's intention to obtain services, as specified in this RFP, from a Contract between the selected Offeror and the State. The anticipated duration of services to be provided under this Contract is a five (5) year base period commencing from the Notice to Proceed (NTP) Date. See RFP Section 4.9 Award Basis for more Contract award information.The Department intends to make a single award as a result of this RFP. All questions, including concerns regarding any applicable MBE or VSBE participation goals, shall identify in the subject line the Solicitation Number and Title #MDOT-HS-2227 and Rail Safety Consultant Services and shall
be submitted in writing via e-mail to the Procurement Officer, Jacquae Rubin at JRubin@mdot.maryland.gov at least five (5) days prior to the Proposal due date, no later than the date and time specified the Key Information
Summary Sheet.
