The Greater Toronto and Hamilton Area (GTHA) is experiencing unprecedented growth necessitating an expansion of its transportation network. Increasing the transit network's capacity into downtown Toronto, other major employment areas, and neighborhoods throughout the City is critical to unlocking the GTHA's potential as a leading international metropolitan region and maintaining the GTHA's appeal to people and major employers. The Province of Ontario's New Subway Transit Plan for the Greater Toronto and Hamilton Area contemplates $28.5 billion in new subway construction in the Toronto area along four priority subway projects, which include: - Ontario Line. - Scarborough Subway Extension. - Yonge North Subway Extension. - Eglinton Crosstown West Extension. The Stations, Rail, and Systems contract includes design and construction of all stations and emergency exit buildings along the extension, fitting the tunnels and elevated guideway with track and signals, and installing and commissioning communications, ventilation and other support systems for the new line. The contract also includes utility work, road modifications along Eglinton Avenue West to accommodate construction, and changes at Mount Dennis Station that will help connect the extension to future Eglinton Crosstown LRT service. The 9.2-kilometre Eglinton Crosstown West Extension is being delivered through various Public-Private-Partnership (P3), progressive design-build and traditional procurement contracts, which are being staggered to support their successful delivery. The ECWE project consists of four major packages of work: Stations, Rail and Systems, the first advance tunnels contract from Renforth Drive to Scarlett Road; the second tunnel, from Jane Street to Mount Dennis Station; and the elevated guideway between Scarlett Road and Jane Street. TIMELINE: RFQ has closed; the below three (3) teams have prequalified. Each prequalified team includes primary design team members. As of September 27, 2024, the RFP has been issued to the prequalified teams; closing date and time have yet to be announced. Teams will begin preparing proposals that detail how they will deliver the work. Proposals will be evaluated by IO and Metrolinx and a team will be selected to sign a Development and Master Construction Agreement (DMCA) to begin working collaboratively with Metrolinx through the development phase, expected to start in summer 2025. Once the development phase is completed, Metrolinx will have the option to sign a contract with the successful team. Further update spring / summer 2025.
