The Greater Toronto and Hamilton Area (GTHA) is experiencing unprecedented growth necessitating an expansion of its transportation network. Increasing the transit network's capacity into downtown Toronto, other major employment areas, and neighborhoods throughout the City is critical to unlocking the GTHA's potential as a leading international metropolitan region and maintaining the GTHA's appeal to people and major employers. The Province of Ontario's New Subway Transit Plan for the Greater Toronto and Hamilton Area contemplates $28.5 billion in new subway construction in the Toronto area along four priority subway projects, which include: - Ontario Line - Scarborough Subway Extension - Yonge North Subway Extension - Eglinton Crosstown West Extension As part of the plan to deliver these priority subway projects, the Sponsors will also be contracting with private developers to implement the Transit Oriented Communities (TOC) development program on transit lands and integrate the priority projects with this program. The focus of the TOC development program is to help build communities that are centered around transit stations in order to increase transit ridership and reduce traffic congestion; increase housing supply and jobs; and incentivize the creation of complete communities based on good planning principles. This RFQ is related to the Eglinton Crosstown West Extension (ECWE) project only. ECWE Project - Overview The ECWE Project extends 9.2 km along Eglinton Avenue West up to the Mississauga Transitway at Renforth Drive. It extends west from the ECLRT to Renforth Drive with an option to connect to Pearson International Airport in the future. This expansion provides a more sustainable and seamless transit connection for travellers along the entire corridor by bridging the network gap to meet the Frequent Rapid Transit Network[1] objectives. The ECWE project scope has been divided into a number of contract packages as follows: Advanced Tunnel Contract 1 - under construction; Advanced Tunnel Contract 2 -under construction; Elevated Guideway Contract - under construction; Stations, Railways & Systems Contract - the subject of this RFQ; ECWE Maintenance - to be procured at a future date; and ECWE Fleet - to be procured at a future date. The SRS contract consists of seven stations, ancillary facilities (such as Traction Power Substations (TPSS) and Emergency Exit Buildings (EEB)), the Renforth portal and station approach structure, modifications to Mount Dennis Station (to facilitate the connection to the extension), fit-out of the tunnels and guideway, civil infrastructure, and related railway systems along Eglinton Avenue West from Mt. Dennis Station up to the terminus station west of Renforth Drive. Infrastructure Ontario (IO) and Metrolinx have issued a Request for Qualifications (RFQ) for the Stations, Rail and Systems (SRS) contract for the Eglinton Crosstown West Extension (ECWE). This package of work will be procured through a progressive design-build contract model. The scope of work includes: - Seven new stations; - installation, testing, and commissioning of all rail and track components and systems equipment; - roadway modifications and utility works; and - coordination with project companies on handover items from the advance tunnelling and elevated guideway contracts. The 9.2-kilometre Eglinton Crosstown West Extension (ECWE) is being delivered in four separate procurement contracts. The contracts include: - The first advance tunnelling contract, which covers the underground segment of the line between Renforth Drive and Scarlett Road; - The second advance tunnelling contract, which covers the underground segment of the line between Jane Street and Mount Dennis Station; - The contract for the elevated guideway (managed by Metrolinx), which covers the above-ground section of the route between Scarlett Road and Jane Street; and, - The Stations, Rail, and Systems contract. TIMELINE: RFQ has closed; the following teams have prequalified: (1) INTEGRATED TRANSIT PARTNERS: Applicant Leads: Sacyr Canada Inc., NGE Contracting Inc. and Siemens Mobility Limited. Primary Design Team Members: Siemens Mobility Limited., Hatch Ltd. Egis Canada Ltd. and Weston Williamson Partners Ltd. Primary Construction Team Members: NGE Contracting Inc., SaCyr Canada Inc. and Siemens Mobility Limited. (2) TRILLIUM RAIL PARTNERS: Applicant Leads: Amico Major Projects Inc., Alberici Constructors, Ltd. and Acciona Infrastructure Canada Inc. Primary Design Team Members: WSP Canada Inc. Primary Construction Team Members: Amico Major Projects Inc., Alberici Constructors, Ltd. and Acciona Infrastructure Canada Inc. (3) WESTEX TRANSIT SOLUTIONS: Applicant Leads: Aecon Infrastructure Management Inc, AtkinsRéalis Major Projects Inc., Pomerleau Major Projects Inc. and Dragados Canada, Inc. Primary Design Team Members: AtkinsRéalis Canada Inc. and Arcadis Professional Services.
