Site work and paving for a civil project in Belle, West Virginia. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The Work to be bid upon is described as follows: Belle West Reynolds Inflow nfiltration Improvements project will consist of the replacement of an existing dilapidated storm system including 18 HDPE line, installation of new catch basins, concrete headwall and check valve, the replacement of an existing dilapidated sanitary sewer with 10 PVC pipe and concrete manholes, paving the area disturbed during construction and all necessary appurtenances for a complete project. Bids shall be on a lump sum and unit price basis. The bid opening procedure shall be a two-envelope system. The system shall consist of two separate and distinct envelopes each with proper identification. Both shall be submitted in a single, large envelope, labeled with the contractor's name, address, and name of the project with the contract name: "Town of Belle West Reynolds I improvements". The second envelope ("Bid Proposal") shall consist solely of the bid forms as outlined in the Bid Opening Checklist found in the Bidding Documents. In the event that all of the items in the first envelope are not complete, the second envelope shall not be opened. The bidder will be declared non-responsive. The lowest responsive bidder shall be the bidder who has completed all of the requirements for the first envelope and has the lowest total on the bid form. A bidder shall not withdraw a bid for a period of ninety (90) days after the date set for opening of bids. Liquidated damages shall be $1,000.00 per day for delay (but not as a penalty) for each day that expires after the time for Substantial Completion until the Work is substantially complete, and $1,000.00 per day for each day that expires after Substantial Completion until such time that the Work is completed and ready for final payment. The proposed funding for this project includes funds from the West Virginia Infrastructure and Jobs Development Council, the West Virginia Department of Environmental Protection Clean Water State Revolving Fund, the Town of Belle, and the Belle Sanitary Board. All applicable Federal, State, and local restrictions apply. This include but are not limited to the following: Certification of West Virginia Drug Free Workplace Policy, Certification of Non-Segregated Facilities, Certification of Equal Employment Opportunity; Nondiscrimination in Employment; Compliance with Davis Bacon Act; and American Iron and Steel. The Town of Belle will not entertain the use of businesses that are listed on the "System for Award Management (SAM)" at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. All bidders are required to hold a valid West Virginia Contractor's license. A bid bond in the amount of 5% of the base bid amount shall be required to be provided with the bid documents. The Town of Belle reserves the right to reject any and all bids.
