Renovation of an educational facility in Naperville, Illinois. Completed plans call for the renovation of a educational facility.
The Contractor must pay the Prevailing Wage Rates for all work per the Illinois Prevailing Wage Act, 820 ILCS 130/1 et seq. The project consists of: Chiller replacements. A single stipulated sum bid will be received for all Base Bid work and Alternate Bid work, if applicable. Refer to other Bidding requirements described in Document 00 2100 - Instructions to Bidders. Submit Bid on the Bid Form provided. Bidders are required to complete Bid Form. Bid will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. A 10% Bid Security and a Performance and Payment Bond is required - see items 13 & 14 in Naperville CUSD 203 General Instructions to Bidders. It is the policy of the School District to provide equal opportunity to all qualified businesses in the awarding of contracts and accordingly promotes the utilization of diversified businesses to the maximum extent feasible in any contract issued against the solicitation to bid. The Owner reserves the right to reject any or all bids, to waive irregularities in the bidding procedure, or accept the Bid that, in its opinion, will serve the best interest of the School District. Any such decision shall be considered final. The Owner reserves the right to set aside a Bid from a Contractor who, in the Owner's opinion, does not exhibit past experience equal to the size and scope of this project. The bidder shall have a written sexual harassment policy in place in full compliance with Section 2-105 of the Illinois Human Rights Act. The successful bidder will be required to deliver to the Owner, an executed copy of the Contract, and a valid certificate of insurance within ten days after the successful bidder has received Notice of Award of the contract. All questions shall be directed to 20/10 Engineering Group, LLC, 847-882-2010. Bid shall be submitted in a sealed envelope properly marked with the title of the bid, date and time of opening. Bids must be delivered on or before the time scheduled for the bid opening. Oral, telephone, electronic or facsimile transmitted bids will not be accepted. All items bid shall be new unless otherwise specified. A Bid Bond or certified check made payable to the institution in the amount of ten percent (10%) of the proposal shall accompany each bid as a guarantee that the bidder, if awarded the contract, will furnish the required Performance and Labor and Material Payment bonds, execute the contract and proceed with the work. Upon failure to do so, the contractor shall forfeit the check or amount of bid bonds as liquidated damages. No mistakes or errors on the part of the bidder shall excuse the bidder or entitle them to a return of the check or bid bond. No bidder may withdraw a bid for a period of 60 days after the date of opening thereof. The bid bonds or checks will, with the exception of those of the three lowest bidders, be returned seven days after the opening of bids and the remaining checks or bid bonds will be returned when the contract is executed and bonds provided. Bids received after the time specified in the Invitation to Bid will not be considered. The method of transmittal of the bid proposal is at the bidder's risk of untimely receipt by the institution. The use of institution equipment for transmission of bids is prohibited. All bids shall be made on proper form. d. Unsigned or late bids will not be considered. Naperville Community Unit School District 203 is not subject to Federal Excise Tax or Illinois Retailers Occupational Tax. Prices quoted shall include all charges for packing, transportation and delivery to the locations designated on the bid. Correspondence shall be addressed to the Purchasing Agent. Bids are available for inspection in the business office by appointment after the award of orders. All proposals shall be submitted with each space properly completed. The special attention of bidders is directed to the policy that no claim for relief because of errors or omissions in the bidding will be considered, and bidders will be held strictly to the proposals as submitted. Should bidders find any discrepancies in, or omissions from, any of the documents, or be in doubt as to their meanings, they shall advise the purchasing agent who will issue the necessary clarifications to all prospective bidders by means of addenda. All bids will be considered to be firm for a period of ninety (90) days from the date established for the opening of bids. Bids may be withdrawn by letter, facsimile or in person within 48 hours prior to the time and date established for the opening of bids. The Board of Education reserves the right to reject any or all bids, to waive irregularities and to accept that bid which is considered to be in the best interest of the institution. Any such decision shall be considered final. It shall be mandatory upon the contractor(s) to whom the contract is awarded and upon any subcontractor thereof to pay to all laborers, workmen and mechanics employed by them not less than the general prevailing rate of wages in the locality for each craft or type of workman or mechanic needed to perform such work and the general prevailing rate for legal holiday and overtime work as ascertained by the Illinois Department of Labor. Bidders are required to increase wages as necessary during the term of this contract so as to keep current with prevailing wage rates. No changes will be allowed in the amount of this contract as additional compensation for such changes.
