The City of Union Gap invites Statements of Qualifications from firms interested in being selected as the Citys Engineering Consultant for professional municipal engineering and land surveying services during the 2023, 2024, and 2025 calendar years. The City may select a consulting engineering firm for various municipal engineering services for water, sewer, drainage, and street projects, comprehensive plans, municipal planning, traffic studies, capital facilities plans, rate studies, technical reports, cost estimates, environmental reviews, surveys, plans, specifications, services during construction and funding applications. Design, plans, specifications, and services during construction for street and utility improvements may include those funded by TIB, STP, CMAQ, BRAG, USDA, CDBG, DWSRF, PWTF, SRF/Centennial Clean Water, SIED, LID, FASTACT and federal stimulus funds. Statements of Qualifications (SOQ) will be reviewed and used, along with interviews, as the source from which to select one qualified firm from whom a detailed proposal will be requested for any of the specific projects listed below. The City may also use the submitted SOQs and interviews for the selection of a City Engineer consultant to provide municipal engineering services on an annual basis. Interviews may be in-person, virtual or by telephone at the Citys discretion. The most highly rated firm will be selected for negotiation of professional services contract(s). Selection criteria will include experience in providing municipal engineering services, relevant project experience(s), qualifications of key personnel, familiarity with the City of Union Gap and/or experience with municipalities of similar size, experience with state and federal funding programs and regulatory agencies, previous performance on public projects, approach for utilizing Disadvantaged Business Enterprises (DBEs) and references. The City will be selecting an engineering consultant to provide professional services for design, right of way, and/or construction observation and administration for the following projects (federally funded projects may be subject to DBE goal prior to contract execution) beginning in 2023: Main Street Pedestrian Crossing Improvements phase I (WSDOT state funding)Main Street Pedestrian Crossing Improvements Phase II (STBG federal funding)Union Gap Shop Bridge # 2 Replacement Project (Federal Local Bridge Program funding)Ahtanum Road Sidewalk Improvements (Pedestrian and Bicyclist program, state funding) The (Local Agency), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. All prospective consultants must be advised that federally funded projects will be held to Federal EEO requirements. Consultants will also be held to ADA and Civil Rights language for the employing Agency. The City of Union Gap reserves the right to amend terms of this Statements of Qualifications (SOQ) to circulate various addenda, or to withdraw the Request at any time, regardless of how much time and effort consultants have spent on their responses. Statements of Qualifications (SOQ) shall be limited to 30 printed pages excluding front and back covers (if used).
