It is the intent of Beaufort County to hire three (3) and possibly up to five (5) qualified consultants experienced in providing Right-of-Way Acquisition-related services. Beaufort County requests qualifications from interested consulting firms, licensed in the State of South Carolina, to provide right-of-way services for the purpose of acquiring right-of-way on various projects throughout Beaufort County which could include local and state-maintained road projects and stormwater management projects. The right-of-way acquisition services may include but not limited to title searches, appraisals, review appraisals, relocation assistance, negotiations, right-of-way exhibits or plats, right-ofway staking, surveys, and eminent domain (condemnation) packages. The right-of-way services will be on an as-needed/on-call basis. These services will be provided under a three (3) year on-call contract with the option of two one (1) year renewals. The services will be needed county-wide and provided on an as needed basis. The County will select three (3) and possibly up to five (5) firms to provide these services with a total On-Call amount not to exceed $5,000,000.00 to be distributed among the firms. Consultants will be evaluated and ranked based on their score during the selection process. Work under each On-Call will be assigned based on the consultants qualifications for the project being assigned for an individual task order/work order. The project team should be capable of providing all services outlined in this RFQ. This solicitation is intended to provide the opportunity for the selected firms to be involved in all County transportation and stormwater projects associated with current and future funding sources. Those funding sources may include, but are not limited to, C-Funds, future sales tax, Road Use Fees, current and future transportation impact fees, stormwater funds, and grant funding opportunities. In order for your qualification statement to be considered, it must be submitted to the Procurement Services Office not later than the date and time as listed above, at which time respondents to this request will be recorded in the presence of one or more witnesses. Qualifications received by the Procurement Services Office after the time specified will be returned to the offeror unopened. Due to the possibility of negotiation with all offerors, the identity of any offeror or the contents of any qualification statement shall not be public information until after the contract award is made; therefore, the public is not invited to the reading of the submittals. The qualification statements/proposals must be signed by an official authorized to bind the Offeror, and it shall contain a statement to the effect that the proposal is firm for a period of at least 120 days from the closing date for submission of qualification statements/proposals. In order to do business with the County, vendors must be registered with Vendor Registry. The County may reject any quotes, bids, proposals, and qualifications submitted by businesses that are not registered. Registering also allows businesses to identify the type of goods and services they provide so that they may receive email notifications regarding relevant solicitations out for bid. See page 3 for instructions on how to register. All submittals (see Part IV, Submission Requirements) received in response to this Request for Qualifications will be rated by County Selection Committee, based on the Evaluation Criteria aslisted in Chapter 2, Section 4. The County shall select the top three (3) firms and may select the top five (5) firms identified from the Point Summary. If up to the top five (5) firms are not clearly identified from the point summary, oral presentations shall be required. This solicitation does not commit Beaufort County to award a contract, to pay any costs incurred in the preparation of a proposal, or to procure or contract for the articles of goods or services. The County reserves the right to accept or reject any or all qualification statement proposals received as a result of this request, to negotiate with all qualified offerors, or to cancel in part or in its entirety this proposal, if it is in the best interests of the County to do so. The method of contractor selection has not been determined at this time.
