The Structures Section of the Highway Division of the Vermont Agency of Transportation, hereinafter referred to as VTrans, is seeking consultant engineering services to assist in the development of bridge and other transportation structures projects. The selected consultants, hereinafter referred to as the Consultant, shall be responsible for performing a variety of assignments that may include but are not limited to: engineering; project administration; design; peer review of VTrans in-house designs or other Consultant designs; load rating; hydraulic analysis; traffic analysis; environmental permitting; right-of-way (ROW) services; utility relocation services; developing construction schedules; independent cost estimating; advertisement and bidding support and construction engineering support. The types of services required will be in accordance with the "Project Development Process Manual" and as directed by the VTrans Project Manager (VPM). Prequalification is not required in order to submit a proposal for this RFP. There will not be a mandatory or optional pre-bid meeting. All work will be accomplished in accordance with the following: Scope of Work (SOW) dated November 9, 2022; Attachment C: Standard State Provisions for Contracts and Grants dated December 15, 2017 2020 General Terms and Conditions for Contracts and Services 2018 Federal Terms and Conditions Services (Non-Construction) Prequalification is not required in order to submit a proposal for this RFP. The selected contractor will be required to provide a Labor and Materials Bond and Compliance Bond in accordance with 19 V.S.A. 10(9) and (10), equal to one-hundred percent (100%) of the total contract amount. VTrans will not be bound by any oral communications. All questions or requests for clarification received will be documented and answered after this date. Communication with other VTrans personnel regarding this RFP is prohibited and may result in the rejection of your proposal. VTrans intends to select one (1) Contractor to perform these services under a contract. VTrans will enter into a contract, with an initial term of two (2) years with the option of extending for two (2) additional one (1) year periods. All proposals become the property of VTrans upon submission. The cost of preparing, submitting and presenting a proposal isthe sole expense of the Proposer. Unselected proposals shall be securely disposed of at VTrans' discretion. VTrans reserves the right to reject any and all proposals received as a result of this solicitation, to negotiate with any qualified source, to waive any formality and any technicalities or to cancel this RFP in part or in its entirety if it is in the best interest of VTrans.
