Question Deadline 11/25/2022 at 5:00 PM MT The peer review shall consist of the following: Shall evaluate the data used and generated by the applicant's proprietary traffic analysis software (Fehr & Peers' MainStreet software) by comparing it with the Institute of Transportation Engineers' data and best practices, including land use codes, pass-by trips, and internal capture reductions. See Traffic Impact Study (TIS) in Attachment A. Shall review the neighborhood area and SR-224 corridor traffic counts including weekends, peak periods, seasonal adjustments, and holiday-period counts presented in the TIS in Attachment A by comparing existing UDOT and Summit County traffic counts. Shall review and compare the traffic volumes and trip distribution generated by (all plans are found in the TIS in Attachment A): o the existing approved (Tech Center) plan 2008 o the previous plan reviewed by Summit County Council in December 2021 o the revised development plan submitted in October 2022 Shall review on-site streets/roads and off-site streets/roads in the vicinity to identify concerns regarding the capacity of roads and intersections used by or providing access for traffic from the development. Shall review mitigation measures that are to be considered if UDOT's SR-224/Kimball Junction improvements are delayed or not implemented. See TIS in Attachment A. Shall review trip distribution and assignment assumptions as well as ITE land use codes used in TIS found in Attachment A. Shall review the VISSIM model used for the study and perform a re-analysis. Shall prepare a memorandum of findings from the review and comparison of results and assumptions. Shall attend at least one Summit County Council meeting to present findings of peer review. Shall sign an affidavit that states the consultant group has not worked with Dakota Pacific Real Estate or it's associates and there is no conflict of interest. The Method of Contractor Selection has not been determined at this Time.
