Although a snapshot of the properties to be serviced is provided in Exhibit "A-1," the bidder is ultimately responsible for conducting its own field measurements to determine the amount and type of necessary services, equipment, tools, materials, labor, fuel, transportation, and supervision that is required. It is the intent of the Palm Beach County Housing Authority to solicit bids from qualified, professional landscaping businesses that are duly registered and licensed in the State of Florida. The Bidder shall examine the landscape, on weekly basis, looking for problems or potential problems with the landscape and lawn. The Bidder shall provide at his/her own risk all labor, materials, tools, equipment, insurance, transportation, hauling, dumping, and all other items needed to provide the services outlined in the "Minimum Bidder Requirements; section 2.2, that follows." The Bidder shall make minor replacements and repairs to the landscape irrigation as part of the required weekly maintenance work. Major items needing replacement or repair shall be reported to the PBCHA representative within two weeks of occurrence. Minor items would be something that might take (but not limited to) less than 15 minutes to repair by skilled workmen, using minimal replacement parts. Some specific guidelines for determining if an item is minor or major are given in the section pertaining to each item. The Bidder shall be available to perform additional work related to the landscape maintenance as may be authorized in writing by the "Authority." Any facilities or property damaged or destroyed as a result of the landscape maintenance Contractor operations at the site shall be repaired or replaced at the landscape maintenance Contractor's expense. Bidders shall take all reasonable precautions required to protect plants from abnormal temperatures PBCHA may reject any proposal as unacceptable if it is materially unbalanced as to the fees and costs for the various items of work to be performed. A proposal is materially unbalanced when it is based on fees and costs significantly more or less than the industry standard. The Contract shall be awarded for a term of two (2) years, commencing the date specified in a written Notice of Award issued by PBCHA or the Contract executed by the parties, unless terminated earlier as provided therein. Subject to the prior approval of HUD, if required the Contract may be renewed for three (1) additional year under the same terms and conditions.PBCHA reserves the right to cancel award of the contract at any time before execution of the contract by both parties if cancellation is deemed to be in the best interest of PBCHA. In no event shall PBCHA have any liability for the cancellation of award. The proposer assumes the sole risk and responsibility for all expenses connected with the preparation of the proposal.
