The City of Norwalk invites prospective Proposers from qualified and experience firms to provide Norwalk Transit System (NTS), a department of the City of Norwalk, a municipal government, bus stop assessment, inventory, and design services for NTS Bus Stop Improvements Project. Proposals must be submitted in accordance with the conditions outlined in the Request for Proposal (RFP) attached hereto. The purpose of this solicitation is to assist the Transportation Department to implement NTS Bus Stop Improvement Project. The project will entail replacing bus stop shelters, bus stop benches, blades and poles. Beacons and digital signage will be installed at bus stops to advise the buses when passengers are waiting and inform them of actual bus arrival times. Norwalk Transit System (NTS) has been operating fixed-route and paratransit services in Los Angeles County since 1974. Our fixed route operation serves an area, which includes the City of Norwalk and portions of Artesia, Bellflower, Cerritos, El Monte, La Mirada, Santa Fe Springs, La Habra, South El Monte, Whittier and Unincorporated areas of Los Angeles County. NTS runs 35ft-40ft buses that are powered by Compressed Natural Gas (CNG), 40 ft. buses that are Battery Electric, and gasoline hybrid propulsion systems. NTS has 541 bus stops with system wide with 188 being within the City limits. The proposed agreement period shall not exceed twelve (12) months from the date of the City issues a Notice to Proceed (NTP) No oral, electronic, telegraphic, telephonic or facsimile transmittals will be accepted. All proposals must contain an original signature by an authorized officer of the company. The successful Proposer will be required to comply with all applicable Equal Opportunity Laws and Regulations. The City of Norwalk hereby notifies all prospective Contractors that the City will require each Contractor affirmatively demonstrate that Disadvantaged Business Enterprises are afforded full opportunity to participate in the performance of contracts and sub-contracts financed in part or in whole under this RFP, and will not be discriminated against on the grounds of race, color, gender, age, or national origin in consideration for an award. The City of Norwalk reserves the right to reject any or all proposals, to accept all or any part of any proposal, to waive any informality or minor irregularities in any proposal received, to the extent permitted by law and where such action best serves the interest of the City and to be the sole judge of the merits of the respective proposal received. The method of contractor selection has not been determined at this time.
