Clarification deadline 12/6/2022 12:00 AM No recyclables pick-up at commercial or industrial businesses, Chester County Public Safety Training Center, Citadel Federal Credit Union, Coatesville Scrap, CNC Manufacturing No pick-up at Garnet Terrace Apartments, Hampshire Townhouse Apartments, Collection will include single family dwellings, rooming houses and apartments (each is considered a unit). There are approximately 500 units in South Coatesville, with anticipation to grow to 525 in the next 3 years. The current recyclables hauler takes about four hours per week for collection on Wednesday only. The total collection is about 3 tons per week. The Borough of South Coatesville is asking for bids for the collection and disposal of garbage and recyclables for a term of approximately 3 years. Bids are sought to be provided (1) for the period January 1, 2023 through December 31, 2023; (2) for the period January 1, 2024 through December 31, 2024; and (3) for the period January 1, 2025 through December 31, 2025. The Borough of South Coatesville will accept bids for the collection and disposal of recyclables. Bidders shall accept responsibility for the disposal of the recyclables and all fees. Bidders shall also accept responsibility for the payment of all fees connected with the recyclables. All bids must be submitted upon the form included in the documentation provided on the PennBid program, and the bidder shall state the prices, in words and numerals. In the event of a discrepancy between the prices in words and in numerals, the price in words will be considered as the bid price. No bid will be considered unless accompanied by a bid bond equal to ten percent (10%) of the total bid price for the period comprising 3 years and 4 months. The successful bidder to whom the contract shall be awarded must execute the contract within seven (7) days after notification to do so. The successful bidder must at such time provide to the Secretary of the Borough an acceptable bond for the faithful performance of the terms of the contract in the amount of the contract price as well as provide proof of required insurance coverage. If the successful bidder refuses or neglects to execute the contract within the time specified hereinabove, or to execute and to furnish security and insurance as required above, the amount of the bid bond made by such bidder shall be forfeited to the Borough of South Coatesville as liquidated damages resulting from and not as a penalty for, such refusal or neglect. Said bond money shall be paid into the general funds of the Borough. If the said bidder to whom the contract is awarded shall execute said contract and furnish the insurance and security as required the amount of the bid bond shall be returned to the selected bidder. The Borough Council reserves to itself the right to reject any and all proposals and to waive technicalities as it may deem to be in the best interest of the Borough of South Coatesville. The price bid must cover the cost of furnishing all necessary labor for and complete performance of all the work and costs of all guarantees described in the form of Agreement and specifications annexed hereto. A bidders shall show that it has the necessary facilities, equipment, experience, ability and financial resources to perform the work in a satisfactory manner, within the time stipulated. A bidder's bid submission shall include information of recent local experience and references for similar work performed in Chester County or its surrounding counties within the past 5 years. A bidder ability to perform the Contract in conformity to the intent and requirements as stated will be taken into consideration by the Borough as part of the Borough's determination of responsibility of the bidder. The Borough may reject a bid upon its determination that the bidder is not responsible, regardless of whether it is the lowest bid received. The contractor accepts, in so far as the work covered by this contract is concerned, the provisions of the "Workmen's Compensation Act" of the Commonwealth of Pennsylvania and any supplement or amendments thereto. The contractor will insure its liability thereunder and furnish the Borough, prior to the commencement of any work, proof that is has complied with the terms of the said Act. The contractor shall insure, indemnify and save harmless the Borough from and against all losses and claims, demands, payments, suits, actions, recoveries and judgments of every nature and description made, brought or recovered against the Borough by reason of any act or omission of the contractor, its agents or employees in the execution of the work, or in guaranteeing the same. Contractor will secure and pay the premiums for such insurance for the entire term of the Contract. The contractor shall, at the time of the execution and delivery of this contract, furnish and deliver to the Borough a written bond of indemnity with corporate surety to be approved by the Borough for the full amount of the contract price to insure the faithful performance by the contractor of all the covenants and agreements on the part of the contractor. The bond form is to be supplied by the bonding company and is to be attached hereto. The Borough of South Coatesville will pay the contractor on or before the twentieth day of the month next after the work is done an amount pro-rated to the price stated in the form of proposal as set forth in the contract.
