The Town of Dorset is accepting proposals for an instream debris and sediment removal project located on the Battenkill River in East Dorset. The Town has been awarded a grant from the Natural Resource Conservation Service (USDA) for the removal of +/- 165 Cubic Yards of woody debris and sediment from the Battenkill River. The worksite is located downstream of Vermont Railway Bridge No. 76. NRCS has provided the project design (attachment A). Access to the site will require the use of approximately 600'+ of timber/wetland mats, as required by the Army Corps and VT State Wetland Division. Design: Contractor must comply with all applicable requirements under the Construction Notes 1-13 on page 9 of the EWP Project 5039-002 Design Plans (attachment A). As part of the proposal, the contractor shall provide a map designating ingress/egress and any proposed disposal areas. The Town of Dorset has designated a location on Raptor Lane (off Route 30) as the default disposal site. Permits: The Town of Dorset will acquire all necessary permits in advance of the project starting date. Due to the project timing, it is possible that ANR will require flow to be diverted from the worksite to protect wildlife. The Contractor shall comply will all permit requirements. Proposal Alternatives: Alternative A: Contractor shall submit a proposal to remove designated debris and sediment, complying with the EWP design with NO requirement to divert river flows from the work areas. Alternative B: Contractor shall submit a proposal to remove designated debris and sediment, complying with the EWP design WITH a requirement to divert river flows from the work areas. Timber Mats: As noted in the design the ingress/egress for machines and trucks is required to occur using timber mats. The Town of Dorset is planning on renting timber mats directly from Vermont Electric Company and will arrange for delivery to the site. Project Budget is Approximately $45,000 Criteria for Selection of Proposals: In evaluating proposals, the Town will consider the following criteria: 1. Price. 2. Ability to perform within the specified time limits. 3. Experience and reputation, including past performance for the Town. 4. Quality of the materials and services specified in the bid. 5. Ability to meet contractual terms and conditions, including insurance and bond requirements. 6. Financial responsibility. 7. Nature and size of bidder. 8. Any other factors that the Town determines are relevant and appropriate in connection with this project. The Town of Dorset reserves the right at its sole discretion to reject any and all proposals, wholly or in part, to waive any informalities or any irregularities therein, to accept any proposal even though it may not be the lowest cost proposal, to call for new or additional proposals, to negotiate with any party submitting a proposal, and to make an award which in its sole and absolute judgment will best serve the Town's interest. The Town reserves the right to investigate the financial responsibility of any bidder to determine the bidder's ability to perform.
